Badajoz Provincial Council appoints head of rural development and tourism service

The Provincial Council of Badajoz has resolved the call for the free appointment of the position of Head of the Strategic Planning Service for Rural Development and Tourism Sustainability, awarding it to Isidro Lázaro Santos. The resolution, issued by the Third Vice President and Delegated Deputy for the Area of Public Employees, Occupational Health and Safety by delegation of the President, is published in the Official Gazette of the Province of Badajoz number 170, dated September 4, 2026, via Announcement 3522/2026.
A strategic position for the demographic challenge
The position, identified by post number 05222, is part of the Rural Development, Demographic Challenge, and Tourism area of the provincial institution. The appointment proposal was submitted by the Delegated Deputy of said area, who justified the discretionary designation based on the required professional profile, the analysis of the curriculum vitae and the project presented, and the corresponding technical advice, in accordance with the principles of merit and capacity.
The procedure began with the publication of the call’s rules in the BOP of Badajoz on July 2, 2026, with an extract in the Official State Gazette on July 15, 2026. The file included the provision proposal, the commencement agreement, a report from the Human Resources Management Service, a fiscalization report from the Comptroller’s Office, and a technical act or report, verifying the candidate’s suitability.
Requirements and taking office
The resolution is issued in exercise of the Administration’s power of self-organization, pursuant to Article 4.1.a) of Law 7/1985, of April 2, Regulating the Bases of Local Government, and the competencies of Article 34.h) of the same regulation and Article 61.12.b) of Royal Decree 2568/1986, of November 28, which approves the Regulation of Organization, Operation, and Legal Regime of Local Entities.
The deadlines for taking office are established as follows:
- Three business days if the appointment does not involve a change of residence for the employee.
- Ten business days if it involves a change of residence, which must be justified.
- The period will be counted from the day following the cessation of duties, which must take place within three business days following the publication of the resolution.
Appeals and signature
Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the body that issued it within one month, or directly a contentious-administrative appeal before the competent Contentious-Administrative Court (in Badajoz or Mérida) within two months, in accordance with Law 7/1985, Royal Decree 2568/1986, and Law 39/2015, of October 1, on Common Administrative Procedure.
The resolution appears electronically signed by the Chief Administrative Officer and Acting General Secretary, Fernanda Rubio Cortés, and was issued by delegation of the President via Decree 29/10/25 (BOP of 29/10/2025).
