Badajoz Provincial Council grants 11 million in subsidies for local employment

The Provincial Council of Badajoz has published the final resolution of the 2026/2027 Provincial Employment Plan, a grant line that will channel 11,053,371 euros to all town councils and minor local entities in the province to finance the hiring of unemployed people. The agreement was adopted by the Provincial Governing Board at its ordinary session of 11 August 2026 and is included in Announcement 3286/2026 of Official Gazette of the Province of Badajoz, No. 157, published on Tuesday, 18 August 2026.

The resolution responds to the call processed under file 2025/6/SYTPL-EC, whose regulatory bases and extract were published in BOP No. 112, of 15 June 2026 (announcement 2277/2026), with a subsequent correction of material error in BOP No. 125, of 3 July 2026. The plan, approved by the Plenary of the Corporation at its ordinary session of 27 February 2026, is based on Article 36.1.f of Law 7/1985, of 2 April, Regulating the Bases of Local Government, which assigns provincial councils the role of cooperating in the promotion of economic and social development.

Amounts and distribution of the fund

The total investment is broken down into two items. 10,325,181 euros are allocated to town councils (€3,059,646 in 2026 and €7,265,535 in 2027), and 728,190 euros to the 15 minor local entities of the province (€215,805 in 2026 and €512,385 in 2027). The distribution has been carried out under a non-competitive concurrence regime, proportionally to the population of each municipality, with the following extreme amounts:

• Minimum per entity: €48,546 (2026-2027).
• Maximum per entity: €579,124, allocated to the Badajoz City Council.
• The municipalities with the highest supplementary amounts are Mérida (€567,323), Don Benito (€357,585), Villanueva de la Serena (€244,380), Zafra (€158,387) and Montijo (€144,369).

Minor local entities

In addition to the municipalities, a grant of €48,546 is awarded to each of the 15 minor local entities in the province:

• Barbaño, Entrerríos, Gargáligas, Guadajira, Los Guadalperales, Hernán Cortés, Palazuelo, Puebla de Alcollarín, Ruecas, Torrefresneda, El Torviscal, Valdehornillos, Valdivia, Vivares and Zurbarán.

Each will receive €14,387 in the 2026 financial year and €34,159 in 2027.

Purpose and obligations of beneficiaries

The grants are intended to finance the hiring of unemployed job seekers for the performance of activities under direct administration that fall within the competence of local entities. The plan falls within axis B of economic development of the provincial institution and contributes to the achievement of SDG 8 (decent work and economic growth) of the 2030 Agenda.

Payment will be made in two phases in advance: a first payment, immediately upon the resolution, for the amount granted for the 2026 fiscal year; and a second payment within the first three months of 2027, conditional on the beneficiary entity proving that it is up to date with its tax obligations, with the Social Security system, and with the Provincial Council of Badajoz.

Appeals and processing

The resolution, issued by the Provincial Government Board in exercise of delegated authority from the Plenary by agreement of 30 June 2025 (published in the BOP of 7 July 2025), ends the administrative route. Against it, an optional appeal for reconsideration may be filed before the Government Board itself within one month, or directly a contentious-administrative appeal before the Contentious-Administrative Court of Badajoz within two months, both counted from publication in the BOP. The resolution was signed by the President of the Provincial Council, acting by decree of 4 June 2025 (BOP No. 108), and by the Deputy Delegate for the Area of Training and Employment Capacity Building, Manuel Gómez Parejo.

Publication in the BOP, as well as in the Public Subsidies Database (BDNS), replaces individual notification to each applicant municipality, in accordance with Article 45 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations. This employment programme constitutes the instrument of greatest economic impact of the BOP of Badajoz in this edition, as it affects all local entities in the province and mobilises more than 11 million euros for the creation of jobs at the municipal level.
