The Plenary of the Provincial Council of Badajoz unanimously approved the Future Plan and the Large Cities Plan, two municipal investment programs officially published in the Official Gazette of the Province of Badajoz No. 212, dated November 5, 2026, under Announcement 4343/2026. The agreement was adopted in the ordinary session held on October 30, 2026, presided over by Raquel del Puerto Carrasco, and is addressed to the municipalities and smaller local entities of the province.
The approval came with the prior favorable report of the Information Commission on Infrastructure, Mobility, and Territorial Planning, issued in its session on October 27, 2026, and received the unanimous vote of the attending deputies. 25 of the 27 members of the Corporation attended the session, after Gregorio Gallego Borrego excused his absence. The minutes are signed by the Acting Chief Clerk and General Secretary, María Fernanda Rubio Cortés.
Future Plan: 30,000 euros between 2026 and 2027
The first of the programs, the Future Plan, is established with a total amount of 30,000.00 euros, distributed across two budget years:
- 10,000.00 euros charged to the 2026 fiscal year.
- 20,000.00 euros as initial credits for the 2027 fiscal year.
Both amounts are intended to meet the demands of the municipalities and smaller local entities of the province regarding infrastructure, equipment, and public services, as well as to improve the accessibility, functionality, and quality of facilities dedicated to public services.
Large Cities: five million for municipalities with more than 20,000 inhabitants
The Large Cities Plan consists of an amount of 5,000,000.00 euros. Its purpose is to provide municipalities with more than 20,000 inhabitants with the means and resources necessary to create, complement, reinforce, or maintain their investments in areas of greater provincial projection.
According to the explanation provided to the Plenary by the Presidency, these are complementary plans through which the Provincial Council collaborates and provides city councils with a better capacity to undertake investments, finance works and current expenses, create employment, and improve sports infrastructure. The Corporation also presented them as instruments that reinforce the guarantees of secure access to public services and the pillars that address the demographic challenge.
Coverage for 165 municipalities and 15 smaller local entities
Both plans must be included in the 2026 Strategic Grants Plan, and their funding was structured through budget modification file number 47/2026, via extraordinary credits. This file received initial unanimous approval within the Urgent Section of the Plenary, as it had been processed after the official call for the session.
The provincial scope of the agreement covers the 165 municipalities and 15 minor local entities that make up the province, whose city councils may submit their adhesions through the corresponding channels once the guidelines are published. The Presidency expressly thanked the two political groups, Socialist and Popular, for their support of both plans and the budget modifications that provide them with funding.
The same plenary session served for the swearing-in of the new provincial deputy Juan Manuel Iglesias Carrillo, replacing Ricardo Cabezas Martín, and for the approval, by 16 votes in favor and 10 abstentions, of the institutional administrative reorganization proposed by the Presidency. Likewise, the Plenary accepted entrustments and delegations of urban planning competencies from the city councils of Cheles, Gargáligas (minor local entity), La Nava de Santiago, and Trujillanos in favor of the autonomous body OAPLU_RESTAURA.
The approval of both plans clears the financial framework for provincial cooperation with city councils for the next investment cycle: the Future Plan concentrates its allocation on local facilities and services for smaller municipalities, while the Large Cities Plan reserves five million euros for the most populous towns, which may reinforce their investments in areas of greater provincial projection.
