The Provincial Council of Badajoz has resolved the call for specific grants under the MOVEM II Plan for the promotion of sustainable mobility, granting grants-in-kind to 180 city councils and smaller local entities in the province. The resolution is published in the Official Gazette of the Province of Badajoz number 186, dated September 29, 2026, under reference Announcement 3775/2026, and is signed by the president of the institution, Raquel del Puerto Carrasco.
The specific guidelines and the call were approved on June 15, 2026, and published in BOP number 116, dated June 19, 2026, under file 2026/7/SYTPL-EC. The procedure is processed under a competitive bidding regime in accordance with Article 22 of the General Grants Law, although the budget allocation for base 5 (7,352,000.00 euros) proved sufficient to meet all requests, meaning it was not necessary to establish a priority order among applications.
The total proposed grant amount totals 7,207,700.00 euros, which is lower than the available allocation. Management and instruction are the responsibility of the Local Energy Efficiency and Management Service of the Functional Area of Environmental Sustainability, Energy, and Green Territory, and the competent body to resolve is the Presidency of the Provincial Council, by virtue of Article 34 of Law 7/1985, of April 2, Regulating the Bases of Local Regime.
180 applications, eleven corrections, and no denials
Within the specified period, 180 grant applications were received, a fact verified by the reports issued by the General Secretariat of the Provincial Council. The instructing body detected documentary deficiencies in 11 municipalities, which were required to make corrections within 10 days according to base 11, section 1; all entities satisfactorily complied with the request.
The Evaluation Commission met on August 6, 2026, for the final evaluation and assessment of the applications. On September 17, the results report was issued, favorable to all requests submitted, and on September 25, the Provincial Comptroller audited the agreement by issuing a report of conformity.
Distribution by vehicle type
The grants are in-kind and consist of 100% electric vehicles, along with police equipment where applicable and a type 2 wall charger. The distribution is as follows:
- 121 vans, with an estimated maximum grant of 38,800.00 euros each.
- 34 passenger cars, at 40,600.00 euros each.
- 25 vehicles with police equipment, at 45,300.00 euros each.
Among the beneficiaries are 165 municipalities and 15 smaller local entities, such as Barbaño, Entrerríos, Gargáligas, Guadajira, Los Guadalperales, Hernán Cortés, Palazuelo, Puebla de Alcollarín, Ruecas, Torrefresneda, El Torviscal, Valdehornillos, Valdivia, Vivares, and Zurbarán. Municipalities such as Badajoz, Mérida, Don Benito, Almendralejo, Zafra, or Villanueva de la Serena also appear on the grant list.
Deadlines and appeals
The resolution concludes the administrative process. An optional appeal for reversal may be filed before the Presidency of the Provincial Council within one month starting from the day following its publication in the Official Provincial Gazette, or a contentious-administrative appeal may be filed directly before the territorially corresponding Contentious-Administrative Court of the province of Badajoz, within two months from that same date.
With this resolution, the Provincial Council of Badajoz provides the municipalities and smaller local entities of the province with electric vehicles and charging points at no cost to local coffers, in a call that has covered the entirety of the demand presented and reinforces the provincial commitment to sustainable mobility.
