Lleida Provincial Council announces 690,000 euros in grants for trade fairs

The Diputació de Lleida has opened the call for grants for fair activities for local entities in the counties of Lleida during the 2026 and 2027 fiscal years, with a budget of 690,000.00 euros. The agreement of the Governing Board of the Diputació, no. 30/2026, of September 21, is published in the Official Gazette of the Province of Lleida (BOP) no. 191, of October 7, 2026, with identification number BDNS 931810 and reference CVE BOP-2026_0_191_8337.

The call is governed by the General Regulatory Bases for the granting of subsidies by the Diputació de Lleida and its autonomous bodies, initially approved by the Plenary in ordinary session 10/2024, of November 28, 2024, and definitively by Presidency Decree 2025/140, of February 18, 2025. These bases were published in BOP no. 58, of March 25, 2025, and entered into force on March 26, 2025.

Beneficiaries and eligible activities

Local entities of the counties of Lleida and their dependent entities organizing fairs may be beneficiaries. The following are excluded:

• the municipality of Lleida, and
• local entities that, during the fiscal year, have a special collaboration line with the Diputació de Lleida due to the importance and plurality of the fair events in their territory.

In accordance with Law 18/2017, of August 1, on trade, services, and fairs, fair activities are considered to be commercial exhibitions of goods or offers of services with a minimum duration of one day, morning and afternoon, and a maximum of fifteen consecutive days, with a maximum of two editions per year, and which bring together a plurality of exhibitors in an identifiable venue. In-person or virtual fairs for the promotion of goods and services specific to the municipality without exhibitors, and fair activities that, although taking place in different municipalities, form part of a single fair, are also eligible for subsidies.

All actions that involve incitement to hatred or violence, apology for fascism, Nazism, dictatorship, or repression, or that violate human rights are excluded.

Amounts, limits, and budget distribution

The total amount of the call is 690,000.00 euros, distributed as follows:

• 2026, application 040 4311 4620000 (grants to city councils): 323,400.00 €
• 2026, application 040 4311 4680000 (grants to EMD): 6,600.00 €
• 2027, application 040 4311 4620000: 352,800.00 €
• 2027, application 040 4311 4680000: 7,200.00 €

Grants will not exceed 75% of the total cost of the action. The maximum limit is €5,000.00 per fair executed and €10,000.00 per local entity and year. If the valuation results in a grant of less than €1,000.00 per fair, it will be dismissed. Payment will be processed through an advance of 90% of the granted amount, without the need to provide a guarantee.

Deadlines, processing, and valuation criteria

The deadline for submitting applications is 30 calendar days starting from the day after the publication of the summary in the BOP. The execution period is from January 1 to December 31, 2026, and from January 1 to December 31, 2027, and is non-extendable. The maximum period for resolution and notification is six months, and the resolution will be published in the BOP and on the Diputació website; administrative silence shall have a dismissive effect.

The processing is the responsibility of the Municipal Cooperation Area of the Diputació de Lleida, and the Governing Board shall resolve. A valuation commission will examine the applications according to these criteria:

• Fair budget: up to 25 points.
• Tradition and roots: up to 15 points.
• Number of exhibitors: up to 15 points.
• Duration of the fair: up to 15 points.
• Type and name of the fair: up to 15 points, with 5 additional points if it incorporates the mention “Gust de Lleida”.
• Technical sessions or demonstrations: 10 points.
• Joint project with other municipalities: 25 points.
• Population of the beneficiary entity: up to 15 points.

The justification of the action must be submitted within a maximum of three months from the end of the execution period, through a simplified justification account.

For city councils and decentralized municipal entities in the counties of Lleida, this line is the main route of financial support for the organization of fair events, with a ceiling of 10,000 euros per year per entity and a 90% advance that eases municipal treasury.
