Provincial Council approves the rehabilitation of three bridges over the railway in l'Urgell

The Governing Board of the Provincial Council of Lleida has initially approved the construction project for the rehabilitation and structural reform of three bridges over the railway line on roads LV-3342, LV-3343, and LV-7022, in the sections of Anglesola, Castellnou de Seana, and Puigverd de Lleida. The agreement was adopted unanimously in the ordinary session on September 21, 2026, and is published in the Official Gazette of the Province of Lleida no. 189, dated October 5, 2026, with the official reference BOP-2026_0_189_8222. The execution budget for the contract, including VAT, is 2,043,171.06 euros, with a planned construction period of twelve months.

The approval is framed within Article 56 of Law 7/1985, of April 2, regulating the bases of the local regime, and Article 145 of the Revised Text of the Municipal and Local Regime Law of Catalonia. The Governing Board acts by delegation of powers from the corporation’s plenary session, agreed upon in session 9/2023 on July 14, 2023.

Session 30/2026, of an ordinary nature, was held on September 21, 2026, from 1:00 PM to 1:15 PM in the Commission Room of the Council Palace, with five of the seven deputies who make up the Board. Attendees included:

Rosa Pujol Esteve, fourth vice-president, and Cristina Morón Molina, deputy, excused their attendance.

Three roads, three bridges and three municipalities

The project carries the key VO-ML-24-002 and was drafted by the Road Infrastructure and Works Service of the Council. The actions are located at three specific kilometer points:

• LV-3342, PK 0+015, in the Anglesola section
• LV-3343, PK 0+545, in the Castellnou de Seana section
• LV-7022, PK 1+105, in the Puigverd de Lleida section

The three bridges cross the railway line (FFCC), meaning the works directly affect the road connection of these municipalities in the Urgell plain and the safety of the structures.

Budget and deadlines

The approved amount is 2,043,171.06 euros, corresponding to the execution budget for the contract including VAT, and the planned execution period is twelve months.

The figure aligns with the base tender budget of 1,688,571.12 euros (excluding VAT) stated in the supervision report of the same project, approved by presidential decree on July 31, 2026, and published in the Official Gazette of the Province of Lleida no. 188, dated October 2, 2026 (BOP-2026_0_188_8018). That report was drafted by Xavier Vendrell Coll, head of the Road Infrastructure and Works Service.

One more agreement within the September 21 session

The initial approval of the bridges is the third item on the agenda of the Governing Board. In the same session, other agreements were also adopted unanimously, including:

• A grant of 90,000.00 euros to Escuderia Mollerussa for the organization of 2026-2027 trials
• The awarding of the document digitization service for the archives service to ARTYPLAN, S.L. (file 2026/90-4142)
• The awarding of the case management software to Gestión Avanzada del Desarrollo Digital, S.L.U. (file 2025/152-6803), for 765,391.69 euros including VAT
• The call for three management technician positions, group A, subgroup A2 (TLL2/2026)
• The grant guidelines for 2026-2027 fair activities, with 690,000.00 euros

Impact for the Urgell plain

For the residents of Anglesola, Castellnou de Seana, and Puigverd de Lleida, the initial approval paves the way for works intended to improve the structural safety of three crossings over the railway and mobility in this area of the Urgell plain. The project must now complete the remaining administrative processing until the awarding and the start of the planned twelve months of construction.
