DGSN chief delegates signature powers to human resources director

The Director General of National Security (DGSN), Abdellatif Hammouchi, has delegated his signature and visa powers to the head of human resources for the management of staff and disciplinary affairs. The measure is set out in decision 1793.26 of 12 July 2026, published in the Bulletin Officiel (الجريدة الرسمية) No. 7536-bis of 21 August 2026.

The decision authorises Hafid Marzak, Wali of Security and Director of Human Resources at the DGSN, to sign or visa, on behalf of the Director General, the documents and decisions relating to the management of the affairs of the force’s staff, including disciplinary matters, as well as to sign the pleadings and memoranda submitted before the courts.

Legal basis

The delegation is grounded in the framework governing the DGSN and the statutory regime of its personnel. The decision cites the dahir (royal decree) No. 1.09.213 of 23 February 2010 on the DGSN and the basic statute of national security officers, in particular the second paragraph of its Article 28.

It also relies on decree No. 2.22.81 of 30 March 2023 on the delegation of authority and signature, on decree No. 2.10.84 of 7 April 2010 defining the remit of the central directorates of the DGSN, and on decree No. 2.19.429 of 24 May 2019 on the special statute of national security officers.

Scope of the delegation

The delegated powers cover the full range of staff management decisions, including disciplinary proceedings. The decision expressly lists the matters entrusted to the HR director:

• signature and visa on documents and decisions on the management of staff affairs of the DGSN;
• decisions and measures relating to disciplinary affairs;
• signing of pleadings and memoranda submitted before the courts.

The decision was signed in Rabat on 12 July 2026 by Abdellatif Hammouchi and repeals the earlier decision 372.24 of 2 February 2024, which had previously governed the delegation of signature.

Impact

By concentrating staff and disciplinary signature powers in the human resources directorate, the DGSN streamlines the administrative handling of personnel matters while keeping the most sensitive decisions — such as those concerning the highest ranks — under the direct authority of the Director General. For the force’s officers, the change clarifies which authority signs the decisions that affect their careers, disciplinary status and legal proceedings.
