Two 50-megawatt wind farms in Soria withdrawn

The General Directorate of Energy Policy and Mines, under the Ministry for the Ecological Transition and the Demographic Challenge, has accepted the withdrawal submitted by Nicewinds Partners, S.L. regarding the application for prior administrative authorization for the Pasama and Cerro de Magaña wind farms, each with a capacity of 50.10 MW, agreeing to the archiving of files PEol-897 and PEol-898. Both resolutions, signed in Madrid on July 6, 2026, by the Director General Manuel García Hernández, are published in the Official Gazette of the Province of Soria number 99, dated August 26, 2026.

The withdrawal occurs due to the expiration of the access and connection permits to the transmission grid, as the environmental impact statement was obtained after the deadline set for the second administrative milestone provided for in Article 1 of Royal Decree-Law 23/2020.

The withdrawn projects

The Pasama wind farm, 50.10 MW, was located within the municipal boundaries of Magaña, Trévago, and Valdelagua del Cerro, while Cerro de Magaña, also 50.10 MW, affected Magaña, Trévago, Suellacabras, Valdegeña, and Valdelagua del Cerro. Both shared evacuation infrastructure:

30 kV internal evacuation lines of the park.
30/45 kV Transformation Center.
45 kV line to the Fuentes de Magaña 45/220 kV substation.
220 kV line to the Trévago 220 kV substation (REE).

The application for authorization was submitted on May 11, 2023, corrected on June 28, 2023, and admitted for processing on July 18, 2023. On June 19, 2024, it was agreed to process both projects jointly under file PEol-897 AC, which was decoupled on April 20, 2026, to resolve each procedure separately.

Expiration of permits

The projects had access and connection permits granted by Red Eléctrica de España, S.A.U. (REE) on January 26, 2023, at the Trévago 220 kV substation. The expiration of said permits occurred on August 27, 2025, as the favorable environmental impact statement was obtained outside the timeframe established by Royal Decree-Law 23/2020. REE notified the promoter of the expiration on January 27, 2026.

The environmental impact statement for both projects was issued by the General Directorate of Environmental Quality and Assessment on December 16, 2025, published in the BOE with reference BOE-A-2025-26969. The promoter submitted the withdrawal request on March 17, 2026, under Article 94 of Law 39/2015 on Common Administrative Procedure, with no allegations received during the hearing process.

Regulatory framework

The resolution is based on Law 24/2013 on the Electricity Sector, Royal Decree 1955/2000, which regulates the authorization procedures for electrical installations, Law 21/2013 on environmental assessment, and Royal Decree 1183/2020 on access and connection to transmission and distribution networks. Jurisdiction corresponds to the General State Administration as these are power production installations exceeding 50 MW.

Against these resolutions, which do not exhaust administrative remedies, an administrative appeal (recurso de alzada) may be filed before the holder of the Secretary of State for Energy within one month of notification.

Impact for the province

The archiving of both files entails the withdrawal of two high-capacity wind projects in the province of Soria, which totaled more than 100 MW of planned installed capacity. The expiration of the access and connection permits, derived from the deadlines of Royal Decree-Law 23/2020, nullifies installations that had already passed the environmental assessment, which will force the developer to restart the procedure if they decide to resume the initiative in the future.
