Margarita Bisio appointed Head of Production of the National Institute of Parasitology

The Ministry of Health has appointed Dr. Margarita María Catalina Bisio (DNI No. 26,276,730) on a transitional basis as head of the Production Department of the “Dr. Mario Fatala Chabén” National Institute of Parasitology (INP), for a term of 180 business days. The decision was formalized in Resolution 1120/2026 (RESOL-2026-1120-APN-MS), signed on August 26, 2026, by Minister Mario Iván Lugones and published in the Official Gazette of the Argentine Republic on August 31, 2026.

The position is vacant and funded, and its filling responds to the nature of the tasks assigned to the post, which is key for the production of the country’s reference institute in parasitology. The appointment was processed under File No. EX-2025-141422874-APN-DACMYSG#ANLIS.

Regulatory Framework and Agency

The INP depends on the “Dr. Carlos G. Malbrán” National Administration of Health Laboratories and Institutes (ANLIS), a decentralized agency operating under the orbit of the Ministry of Health. The head of the Production Department is listed as an organic unit in the organizational structure of ANLIS approved by Decree No. 1686/1992, the validity of which is maintained by virtue of Article 4 of Decree No. 1628/1996.

The measure is issued in exercise of the powers conferred by Article 2 of Decree No. 958/2024, and falls within the exception to the prohibition of appointments established by Decree No. 934/2025. This exception applies to personnel covered by the Sectoral Collective Bargaining Agreement for Professional Personnel of Hospital and Care Establishments and Research and Production Institutes, approved by Decree No. 1133/2009.

Conditions of the Appointment

The transitional appointment is made as an exception to Articles 26, subsection b), and 37 of the aforementioned agreement, and includes the following conditions:

• Superior Professional Category, Initial Grade, with payment of the Level V Management Function Supplement.
• A term of 180 business days from the issuance of the measure.
• The position must be filled according to the current requirements and selection systems within 180 business days.
• Expenses will be covered by specific budget items of the jurisdiction Ministry of Health – Entity 906 – ANLIS.

Filling the head of Production at the INP is strategic to guarantee the continuity of the production of diagnostic supplies and reagents in parasitology, a sensitive area for the country’s epidemiological surveillance. The transitional appointment ensures the immediate operability of the department while the definitive filling of the position is processed through current selection mechanisms.
