Mabel Herrera Castañeda is appointed executive director of WARMI ÑAN

The Ministry of Women and Vulnerable Populations (MIMP) appointed Mabel Milagros Herrera Castañeda as executive director of the National Program for the Prevention and Eradication of Violence against Women and Members of the Family Group - WARMI ÑAN. The appointment was formalized through Ministerial Resolution No. 000496-2026-MIMP, signed in Lima on September 6, 2026, by Minister María Magdalena Seminario Marón, and published in the official newspaper El Peruano on Monday, September 7, 2026.

The appointment responds to the vacancy of the trust position of executive director of the program, which was vacant and needed to be filled to guarantee the continuity of the public policy for the protection of victims of gender-based violence.

Regulatory Framework

The resolution is based on a set of regulations that govern the appointment of officials and executives of free appointment and removal within the Peruvian State:

  • Law No. 29158, Organic Law of the Executive Branch.
  • Law No. 27594, which regulates the participation of the Executive Branch in the appointment and designation of public officials.
  • Legislative Decree No. 1098, which approves the Law of Organization and Functions of the MIMP.
  • Law No. 31419, which guarantees suitability in the access to and exercise of public function.
  • Ministerial Resolution No. 000380-2025-MIMP, which approves the Integrated Text of the Regulations of Organization and Functions of the MIMP.

The file was endorsed by the Vice-Ministerial Office for Women, the General Secretariat, the General Office of Human Resources, and the General Office of Legal Counsel.

The WARMI ÑAN Program

WARMI ÑAN is the MIMP’s national program oriented toward the prevention and eradication of violence against women and members of the family group. Its work is key in the coordination of care, prevention, and protection services for victims throughout the national territory.

The new director takes over the leadership of a program that operates within the framework of the sectoral policy for gender equality and the fight against violence, coordinating with regional and local governments, as well as with civil society.

Scope of the Appointment

The sole article of the resolution provides for the appointment of Mabel Milagros Herrera Castañeda to the trust position of executive director of the program, effective from its publication. The regulation was registered under number 2551451-1 and orders its registration, communication, and publication.

Filling this vacancy ensures the operational continuity of one of the central instruments of the Peruvian State in the protection of women and their families against violence, in a context where timely care for victims remains a priority on the public agenda.
