Diana Gonzales Delgado is appointed as executive director of PRONABEC

The Ministry of Education has appointed Diana Carolina Gonzales Delgado as Executive Director of the National Program for Scholarships and Educational Loans (PRONABEC). The appointment is formalized through Ministerial Resolution No. 514-2026-MINEDU, signed by Minister José Antonio Chang Escobedo and published in the Official Gazette El Peruano on Wednesday, September 2, 2026, in the Legal Norms section.

The regulation, dated in Lima on September 1, 2026, fills the existing vacancy in the top leadership of the state program responsible for managing scholarships and educational loans in the country.

A key position for higher education

PRONABEC is the public executing body attached to the Ministry of Education that administers scholarship and educational loan programs for Peruvian students, both undergraduate and postgraduate, domestically and abroad. The appointment of its Executive Director is strategic for the continuity of calls such as Beca 18, Beca Permanencia, and the loans from the Educational Credit Fund.

The resolution is based on the current regulatory framework:

• Law No. 31224, Law of Organization and Functions of the Ministry of Education.
• Law No. 27594, which regulates the participation of the Executive Branch in the appointment and designation of public officials.
• Organization and Functions Regulations of the Ministry of Education, approved by Supreme Decree No. 001-2015-MINEDU.

The new director

Diana Carolina Gonzales Delgado assumes the trust position of Executive Director of PRONABEC, replacing the previous administration. The sole article of the resolution expressly provides for her appointment, without specifying a term of office, as it is a trust position subject to the free appointment of the head of the sector.

The regulation was endorsed by Minister José Antonio Chang Escobedo, who ordered its registration, communication, and publication in the official gazette.

Scope and impact

The appointment occurs in a context where PRONABEC concentrates the management of thousands of annual scholarships destined for low-income youth and professionals seeking specialization abroad. The new director will be in charge of executing educational financing programs and coordinating with universities and higher education institutions.

For students and applicants, the change in the program’s leadership implies the continuity of the calls and the management of the selection and awarding processes for scholarships and loans; therefore, it is expected that the new administration will maintain the calendars and requirements already published.
