Designan a Augusto Avila Callao como nuevo Superintendente de la SUTRAN

The Ministry of Transport and Communications (MTC) appointed Augusto Ovidio Avila Callao as Superintendent of the Superintendency of Land Transport of Persons, Cargo and Goods (SUTRAN). The decision was formalized through Supreme Resolution No. 021-2026-MTC, signed on October 6, 2026, and published on Wednesday, October 7, 2026, in the Official Gazette El Peruano (Year XLIII, No. 19563). The position was vacant, according to the recitals of the regulation itself.

SUTRAN was created by Law No. 29380 as an agency attached to the MTC, with the function of regulating, supervising, inspecting, and sanctioning the activities of the transport of persons, cargo, and goods in national and international scopes, as well as activities linked to the transport of goods in the national scope. Its head presides over the Board of Directors, the body responsible for approving the entity’s administration policies, which is also composed of a representative from the Presidency of the Council of Ministers and another from the MTC.

The resolution is based on Law No. 29380, Law No. 29158, the Organic Law of the Executive Branch, Law No. 27594, which regulates the participation of the Executive Branch in the appointment and designation of public officials, and the updated Integrated Text of the Regulations of Organization and Functions of the MTC, approved by Ministerial Resolution No. 658-2021-MTC/01. The instrument bears the signature of the President of the Republic, Keiko Sofía Fujimori Higuchi, and the Minister of Transport and Communications, José Angello Tangherlini Casal, who endorses the regulation.

A position with interim leadership

The appointment comes after a period in which the Superintendency was led on an interim basis. SUTRAN resolutions published on September 12, 2026, appear signed by Adrián Alberto Zárate Reyes as Acting Superintendent of the entity.

In parallel, the MTC renewed members of the agency’s Board of Directors:

  • Supreme Resolution No. 002-2026-MTC appointed Tania Beatriz Valle Manchego as a member of the Board of Directors representing the MTC.
  • Her resignation from that position was accepted via a resolution published on September 18, 2026.
  • Supreme Resolution No. 020-2026-MTC, published on September 30, 2026, appointed a new member of the Board of Directors representing the MTC.

What remains under its supervision

The new head assumes the leadership of an entity whose competencies extend to services used daily by millions of passengers and transporters:

  • Land transport of persons in national and international scopes.
  • Transport of cargo and goods in the national scope.
  • Activities linked to the transport of goods.
  • Powers to regulate, supervise, inspect, and sanction operators in the sector.

A sector in motion

The appointment is published alongside other sector decisions in the same bulletin. Ministerial Resolution No. 555-2026-MTC/01.02 approved riverine Fiscal Routes in the Huallaga, Marañón, Ucayali, and Amazonas rivers, which are mandatory starting thirty (30) calendar days from the day following its publication. Appointments were also officialized in the Special Project for Decentralized Transport Infrastructure – PROVIAS DESCENTRALIZADO, through Directorial Resolution No. 000219-2026-MTC/21 and Directorial Resolution No. 000220-2026-MTC/21.

The change of leadership at SUTRAN defines who leads the land transport inspection policy in the country, a scope that ranges from interprovincial passenger transport companies and freight transport to informal services, and which directly impacts road safety, sanctions for operators, and the rules faced by users and carriers on the road.
