Sustainable Development awards three service head positions by free appointment

The Regional Ministry of Sustainable Development of the Regional Government of Castilla-La Mancha has resolved the provision process through the free appointment procedure LD DS F2/2026 and has assigned posts to three civil servants in service head positions within the provincial delegations of Albacete, Cuenca, and Toledo. The resolution, signed by the Regional Minister Mª Mercedes Gómez Rodríguez on September 16, 2026, is published in the Official Gazette of Castilla-La Mancha (DOCM) No. 183, of September 23, 2026, in section II.- Authorities and Personnel, Competitive Examinations and Contests, with the official reference 2026/6789.

The origin of the process

The call was announced via Resolution of 08/05/2026, published in DOCM No. 154, of August 13, 2026 (reference 2026/5986), as the positions included in the Job List of civil service personnel dependent on the Regional Ministry were vacant and budgetarily funded.

The procedure is processed in accordance with articles 70 and 71 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, and the resolution is issued in the exercise of the competence attributed by article 21 of Decree 74/2002, of May 14, on the Provision of Job Positions. The three called positions are level 26, assigned to groups A1/A2, with a specific supplement of 23,627.52 euros per year.

The three assigned destinations

The resolution assigns destinations, in accordance with the report-proposal from the management center to which the positions are assigned, to the civil service personnel listed in the annex:

• María Inmaculada Lucena Marcos, in position 14306 as Head of the Legal and Contracting Service of the Provincial Delegation of Sustainable Development in Albacete; ceases duties at the Regional Ministry of Sustainable Development.
• Francisco Solis Martínez, in position 13541 as Head of the Mining Service of the Provincial Delegation of Sustainable Development in Cuenca; ceases duties at the Regional Ministry of Sustainable Development.
• Juan Luis Romero de la Cruz, in position 14311 as Head of the Legal and Contracting Service of the Provincial Delegation of Sustainable Development in Toledo; ceases duties at the Regional Ministry of Health.

Cessation, taking office, and deadlines

The cessation from the previous position must occur on the day following the publication of the resolution in the DOCM, and the taking of office in the obtained position on the day following the cessation. Effective incorporation will be delayed, however, until the end of permits, licenses, vacations, temporary disability situations, or any other circumstance that, while maintaining active service, prevents the effective provision of services.

If the assumption of office determines reinstatement to active service, the period shall be one month from the date of publication. The assigned destination is non-waivable, unless another destination had been obtained through a public call prior to taking office.

Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Toledo within two months, and, optionally, a request for reversal may be filed before the head of the Regional Ministry of Sustainable Development within one month.

Impact

The resolution closes the second free designation process of 2026 in the department and renews the administrative leadership of three key provincial delegations: the legal departments of Albacete and Toledo, responsible for the control of administrative contracting, and the Mining department of Cuenca, in charge of authorizations for the exploitation of mineral resources and explosives. Terminations and assumptions of office are activated immediately upon publication, with no margin for extensions.
