Provincial Council sets the price of seven provincial books between 9 and 27 euros

The Governing Board of the Provincial Council of Ourense, in its ordinary session on September 21, 2026, approved the fixing of the public retail prices (R.P., VAT included) of seven publications edited by the provincial institution. The resulting prices range from 9 to 27 euros per copy. The agreement is published in the Official Gazette of the Province of Ourense on September 30, 2026, in section I, with the official reference R. 2.259, and was signed in Ourense on September 22, 2026, by the president, Luis Menor Pérez.

The resolution is based on a report from the head of the Archive and Publications Section of the Council of Ourense, dated August 18, 2026, which analyzed the real and effective production and editing costs of the works selected for publication in the current fiscal year and formulated the corresponding price proposal. The stated objective is to ensure strict compliance with current regulations regarding public prices.

Seven titles and their prices

The agreement approves the R.P. of the following editions, with the cost per copy calculated by the institution itself:

• Dez cartas pr’os galegos: 9.00 euros (cost per copy, 9.048 euros).
• Parroquia de Santa María de Melias…: 23 euros (22.672 euros).
• O Milagre da pedra no tempo…: 15.00 euros (14.845 euros).
• El legado militar en la provincia…: 16.00 euros (16.500 euros).
• Ourense de auga: 27.00 euros (26.645 euros).
• Ourensás pioneiras nos estudos…: 18.00 euros (19.418 euros).
• Ribeiro y Ribeira Sacra…: 16 euros (15.915 euros).

How the costs were calculated

The report breaks down for each work the cost of design, layout, and printing, and, where applicable, linguistic revision and other concepts. The total cost of the editions ranges from 3,619.20 euros for Dez cartas pr’os galegos to 10,657.82 euros for Ourense de auga, the most expensive publication and also the one with the highest final price.

• Dez cartas pr’os galegos: 3,619.20 euros total cost.
• Parroquia de Santa María de Melias…: 9,068.80 euros.
• O Milagre da pedra no tempo…: 5,938.09 euros (includes 98.49 euros for linguistic revision and others).
• El legado militar en la provincia…: 6,599.84 euros.
• Ourense de auga: 10,657.82 euros (includes 105.98 euros).
• Ourensás pioneiras nos estudos…: 7,767.31 euros (includes 768.11 euros).
• Ribeiro y Ribeira Sacra…: 6,365.84 euros.

In one case, Ourensás pioneiras nos estudos…, the fixed price (18.00 euros) remains below the estimated unit cost (19.418 euros). In the rest of the works, the approved R.P. is above the cost per copy.

Publication and means of appeal

The agreement orders the publication of the resolution in the Official Gazette of the Province of Ourense and on the electronic headquarters of the Council for general knowledge. Against the said agreement, the following may be filed:

• An appeal for reversal, prior to contentious-administrative proceedings, before the same body that issued it, within a period of one month.
• Or, alternatively and directly, a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Ourense, within a period of two months.

Both avenues cannot be combined. The deadlines are calculated from date to date starting from the day following the publication of the announcement in the BOP and expire on the equivalent day of the following calendar month; if the expiration falls on a non-working day, it is extended to the first following working day. During August and between December 24 and January 6, the deadline for the contentious-administrative appeal does not run, except in the procedure for the protection of fundamental rights.

The decision directly affects authors, bookstores, and the reading public of the province, as it establishes the official sale price of the works published by the Provincial Council of Ourense this year and sets the economic framework for its institutional publications.
