Ourense Provincial Council: seven provincial publications between 9 and 27 euros
Por FactBox Admin

The Provincial Council of Ourense has set the public sale prices (P.V.P., VAT included) for the seven works published by this institution in the current fiscal year, which range between 9 and 27 euros. The agreement was adopted by the Governing Board in the ordinary session of September 21, 2026, and is published in the Official Gazette of the Province of Ourense on September 30, 2026, in section I, with the official reference R. 2.259. The resolution bears the signature of the president, Luis Menor Pérez, and is dated September 22, 2026.
The determination is based on a report from the head of the Archive and Publications Section of the Council, dated August 18, 2026, which analyzed the real and effective production and editing costs of the works selected for publication in the current fiscal year and formulated the corresponding price proposal, with the objective of ensuring “strict compliance with current regulations.” The agreement provides for the publication of the text in the BOP and on the Council’s electronic headquarters for general knowledge.
The total costs of the seven editions amount to 50,016.90 euros, with a cost per copy ranging from 9.048 euros for the cheapest work to 26.645 euros for the most expensive. The approved sale price rounds these figures, in no case falling below the calculated unit cost.
The seven works and their prices
- Dez cartas pr’os galegos: 9.00 euros (total cost 3,619.20 euros; 9.048 euros per copy).
- Parroquia de Santa María de Melias…: 23 euros (9,068.80 euros; 22.672 euros per copy).
- O Milagre da pedra no tempo…: 15.00 euros (5,938.09 euros; 14.845 euros per copy).
- El legado militar en la provincia…: 16.00 euros (6,599.84 euros; 16.500 euros per copy).
- Ourense de auga: 27.00 euros (10,657.82 euros; 26.645 euros per copy).
- Ourensás pioneiras nos estudos…: 18.00 euros (7,767.31 euros; 19.418 euros per copy).
- Ribeiro y Ribeira Sacra…: 16 euros (6,365.84 euros; 15.915 euros per copy).
Production costs and determination criteria
The report breaks down the costs into two concepts: design, layout, and printing on one hand, and linguistic revision and others on the other. Four of the works —Dez cartas pr’os galegos, Parroquia de Santa María de Melias…, El legado militar en la provincia… and Ribeiro y Ribeira Sacra…— record no expenditure for linguistic revision, therefore their total cost coincides with that of graphic production.
In the remaining three, linguistic revision and other tasks add disparate amounts: 98.49 euros in O Milagre da pedra no tempo…, 105.98 euros in Ourense de auga and 768.11 euros in Ourensás pioneiras nos estudos…, the work with the highest relative weight for this concept. The most expensive work to produce is Ourense de auga, at 10,657.82 euros, followed by Parroquia de Santa María de Melias…, at 9,068.80 euros.
Deadlines to appeal the agreement
The announcement opens two avenues for challenge, which cannot be combined:
- Appeal for reversal, prior to contentious-administrative proceedings, before the same body that issued the agreement, within a period of one month.
- Direct contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Ourense, or another that is territorially competent according to Article 14 of the law regulating the contentious-administrative jurisdiction, within a period of two months.
The deadlines are calculated from date to date starting from the day following the publication in the BOP and expire on the equivalent day of the following calendar month or, if it does not exist, on the last day of that month; if the expiration falls on a non-working day, it is extended to the first following working day. During the month of August and between December 24 and January 6, both inclusive, the deadline for the contentious-administrative appeal does not run, except in the procedure for the protection of fundamental rights, where August is considered a working month.
The decision directly affects both the buyers of the provincial publications, who already know the final price of each title, as well as the authors and those responsible for the works, whose editing costs are validated and published. The agreement also leaves open the path for appeal for anyone who considers that the price fixing does not comply with the law.
