Provincial Council opens public information period for paving works in Friol and Baleira

The Provincial Council of Lugo has opened a twenty-working-day public information period for two projects for the rehabilitation and improvement of road surfaces on provincial roads in the municipalities of Friol and Baleira. The announcement, signed by the general secretary José Antonio Mourelle Cillero on October 16, is published in the Official Gazette of the Province of Lugo no. 241, corresponding to Wednesday, October 21, 2026, with reference R. 2869. During this period, eligible individuals or entities may submit allegations, claims, or suggestions against the two projects.

The call originates from the Contracting and Development Service of the Council, through its Works and Plans Unit, which has already taken the two construction projects into consideration. The procedure is carried out under Article 93 of Legislative Royal Decree 781/1986, of April 18, which approves the revised text of the legal provisions in force regarding the local regime, and Article 83 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

The two files are part of a series of public information announcements that the Council has been publishing in recent weeks for works on the provincial road network: on October 16, they did so for Monterroso and As Nogais (BOP no. 237), on October 7 for Navia de Suarna, on September 23 for Taboada and Quiroga, and on September 16 for O Saviñao and Lugo-O Corgo, among others.

Friol: 9.3 kilometers of chip sealing on two roads

The first of the projects, processed under number 2026/CON_02/000098, focuses on the municipality of Friol and consists of the rehabilitation of the surface through chip sealing in sections on two provincial roads:

• LU-P-2109 “Devesa (LU-232)-Gonce-Vilafiz”, between kilometer points 0+000 and 5+828.
• LU-P-2121 “Cotá (LU-234)-Agruña-LU-P-1611”, between kilometer points 0+000 and 3+493.

In total, the action covers 9.321 kilometers of roadway, of which 5.828 correspond to the LU-P-2109 and 3.493 to the LU-P-2121. The planned technique is chip sealing, a common surface treatment for the maintenance of medium and low traffic roads in the provincial network.

Baleira: road safety on 3.8 kilometers of the LU-P-0401

The second project, registered as 2026/CON_02/000099, corresponds to the municipality of Baleira and aims to improve road safety on road LU-P-0401 “Corveira (LU-710)-Córneas-Restelo (LU-P-0708)”. The affected section goes from kilometer point 11+700 to 15+500, that is, 3.8 kilometers in length.

Unlike the case of Friol, the announcement does not detail the surface technique that will be applied, but rather frames the intervention as an improvement in road safety, which refers to actions regarding signage, beaconing, or the correction of risk points within the indicated section.

Twenty working days and consultation on the transparency portal

The public information period is twenty (20) business days and is counted from the day following the publication of the notice in the Boletín Oficial da Provincia, such that the count begins on October 22. The documentation for the two projects is available to interested parties on the transparency portal of the Deputación Provincial de Lugo (https://portaltransparencia.deputacionlugo.org).

The process is open to both individuals and entities and companies that consider themselves affected by the works or by their effects on access, easements, or traffic during the execution of the works.

The publication of these two files directly affects the residents of the parishes crossed by the three provincial roads and the companies operating in the area, who now have the only formal opportunity to file objections before the projects are approved and put out to tender. Public information is, furthermore, the mandatory previous step for the Deputación to be able to contract the works and set the execution calendar in the municipalities of Friol and Baleira.
