Provincial Council opens public allegations for the paving of two roads in Navia de Suarna

The Provincial Council of Lugo has opened a public information period for the pavement rehabilitation project on provincial roads LU-P-3503 and LU-P-3505, in the municipality of Navia de Suarna. The announcement was published in the Official Gazette of the Province of Lugo, number 229, on Wednesday, October 7, 2026, under reference R. 2680. Legitimized persons and entities have twenty business days to submit allegations, claims, or suggestions regarding the project.

The project and the affected sections

The action is processed under file 2026/CON_02/000090 and covers two sections of the provincial road network, both in the municipality of Navia de Suarna:

• LU-P-3503 “Silvouta (LU-P-3505) – Vallo – Vilor”, between kilometer points 0+000 and 1+260.
• LU-P-3505 “Navia (LU-722) – Vilaquinte – Donís (LU-P-1401)”, between kilometer points 8+640 and 11+255.

The project was taken into consideration by the competent body of the Provincial Council of Lugo, through the Contracting and Development Service and the Works and Plans Unit, which signed the announcement. The intervention focuses on the rehabilitation of the pavement of the two roads, which connect nuclei of the municipality and link with roads LU-722 and LU-P-1401.

Twenty business days for allegations

The public exhibition period is twenty (20) business days, counted from the day following the publication of the edict in the Official Gazette of the Province of Lugo. During this period, legitimized persons or entities may formulate allegations, claims, or suggestions.

The procedure is based on Article 93 of the Recast Text of the Local Government Law, approved by Royal Legislative Decree 781/1986, of April 18, and Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The invoked regulations regulate the participation of interested parties in local works files and guarantee access to the project before its execution, such that the opening of this period is a prerequisite for final approval.

Consultation of the file

The complete project is available to interested parties on the transparency portal of the Provincial Council of Lugo (portaltransparencia.deputacionlugo.org), where it can be examined during the public information period.

The announcement was signed in Lugo on October 2, 2026, by the general secretary, José Antonio Mourelle Cillero.

Background

This is not an isolated case. In the preceding weeks, the Provincial Council of Lugo published similar public information announcements for pavement rehabilitation works in other municipalities of the province, including Taboada, Quiroga, O Saviñao, Lugo-O Corgo, and O Incio, all with the same period of twenty business days and the same legal procedure.

Public information is the preliminary step before the final approval of the project, meaning that the objections submitted during these twenty business days may influence the final design of the work. For the residents of Navia de Suarna, the procedure opens the formal channel to request improvements in an action that affects the daily mobility of the nuclei of Vallo, Vilor, Vilaquinte, and Donís.
