Extension of the Cedeira transformation center's electrical capacity denied

The Ministry of Economy and Industry of the Xunta de Galicia, through the Territorial Department of A Coruña, has denied the prior administrative and construction authorization for the power expansion of the Cordobelas (15CU37) transformation center, in the municipality of Cedeira, intended to provide electrical supply to an electric vehicle charging station. The decision, adopted by resolution on August 27, 2026, was published in the Official Gazette of the Province of A Coruña number 167, on September 2, 2026, under announcement number 2026/5671.

The denial was based on the unfavorable urban planning report issued by the Cedeira City Council, which concluded that the action does not comply with urban planning legality. The resolution was signed by the territorial director, Isidoro Martínez Arca.

The file and the promoter

The application was submitted on January 25, 2024, by the promoting company UFD Distribución Electricidad, S.A., under article 123 of Royal Decree 1955/2000, with the objective of expanding the power of the transformation center to meet the demand of an electric vehicle charging station. The execution project, titled “Power expansion of CT Cordobelas (15CU37) (Cedeira)”, was signed on December 4, 2023, by the industrial technical engineer Susana Casais Pérez, collegiate no. Coeticor 2033.

The file was processed under reference IN407A 2024-021-1, and was not subject to the public information process in accordance with article 50 of Law 9/2021, on administrative simplification of Galicia.

The unfavorable urban planning report

Pursuant to article 127 of Royal Decree 1955/2000, a mandatory report was requested from the affected entities. The promoter expressed its agreement with the reports from the Agricultural Infrastructure Service and the Provincial Service of A Coruña of the Galician Infrastructure Agency, but the report from the Cedeira City Council (municipal file 2024/U004/000008) was unfavorable.

The municipal technical report, signed on February 8, 2024, by the municipal technical architect Marcos Fernández Vieito, concluded that:

• The requested use (energy supply facilities) is not admissible within those permitted in the application ordinance.
• The action does not comply with urban planning legality.

Technical characteristics and resources

The facilities are located in the place of Cordobelas, municipal district of Cedeira. The power expansion of the transformation center from 160 to 250 kVA was planned, installing a new 250 kVA transformer with a transformation ratio of 20,000/400 V.

Against this resolution, which is not final in administrative proceedings, an appeal for reversal (recurso de alzada) may be filed before the Minister of Economy and Industry within one month from the notification or publication, according to articles 121 and 122 of Law 39/2015 on the common administrative procedure.

The decision represents a setback to the implementation of electric vehicle charging infrastructure in Cedeira, within a context of promoting electric mobility, and highlights the tension between energy projects and compliance with municipal urban planning legality.
