Lawful defense of Rota's security and supply of lubricants

The Ministry of Defense has opened two procurement procedures published in the Official State Gazette (BOE) number 208, dated August 25, 2026, in section V-A of Public Sector Procurement Announcements. These concern the maintenance of security systems at the Rota Naval Base (Cádiz) and a framework agreement for the supply of greases, lubricants, and functional products—two opportunities aimed at contractor companies in the defense sector.

Both announcements, signed respectively by the Intendant of Rota and the Procurement Board of the Ministry of Defense, are part of the ordinary procurement activity of the Armed Forces to ensure the operability of its facilities and the logistics of its units.

Security Maintenance in Rota

The announcement with reference BOE-B-2026-27746, file 2026/AR46U/00000736E, calls for a framework agreement for the maintenance and conservation of the security systems of the Rota Naval Base (Cádiz), with an estimated value of 247,933.88 euros. The procedure is restricted and will have a duration of four years, with contracts awarded every three months.

  • Deadline for submission of bids: until 08:00 hours on September 16, 2026.
  • Award criteria: labor price (40%), availability of means for urgent actions (25%), materials price (25%), and response capacity (10%).

Framework Agreement for Greases and Lubricants

The second announcement, with reference BOE-B-2026-27747, file 2026/JCMDEF/00000136E, corresponds to the Procurement Board of the Ministry of Defense and calls for a framework agreement for the supply of greases, lubricants, and functional products within the department, with an estimated value of 53,636,893.88 euros. The procedure is open and the duration of the agreement is one year.

The supply is structured into six lots, all with CPV code 09210000 (lubricant preparations):

  • Lot 1: lubricating oils.
  • Lot 2: greases.
  • Lot 3: hydraulic fluids.
  • Lot 4: anti-corrosives.
  • Lot 5: special products.
  • Lot 6: commercial products.

Bids may be submitted until 12:00 hours on September 17, 2026, with the opening of the administrative envelope scheduled for September 18. The award will be evaluated based on the weighted average discount according to the price of each product (90%) and the delivery time (10%). The announcement is signed by the Secretary of the Board, Rosario Villacorta Macho, on August 18, 2026.

Opportunity for the Business Fabric

These two tenders, with a combined estimated value of more than 53.8 million euros, open the door to contracting companies specializing in both infrastructure security and maintenance, as well as the supply of lubricant and functional products. Electronic processing, through the Public Sector Procurement Platform, facilitates the participation of a greater number of operators, with a maximum of 15 in the framework agreement for lubricants.
