Decreto 169/2026: cese del secretario general del Instituto Aragonés de Servicios Sociales

The Government of Aragon has dismissed Víctor Solano Sainz as Secretary General of the Aragonese Institute of Social Services (IASS), a position attached to the Department of Deregulation, Social Welfare, and Family. The dismissal is formalized through Decree 169/2026, of September 23, and is published in the Official Gazette of Aragon number 191, of October 1, 2026, within section II, Authorities and Personnel (official reference BOA20261001002). The text of the decree expresses gratitude to the dismissed official for the services rendered.

The decree is approved upon the proposal of the Vice President and Councilor for Deregulation, Social Welfare, and Family, Alejandro Nolasco Asensio, and is supported by articles 11.2.c) and 30.3 of the Law on the Organization of the Civil Service of the Autonomous Community of Aragon, whose consolidated text was approved by Legislative Decree 1/1991, of February 19, as well as article 26 of the Regulation on the provision of job positions, administrative career, and professional promotion of officials of the regional Administration, approved by Decree 80/1997, of June 10. The provision is signed in Zaragoza on September 23, 2026, by the President of the Government of Aragon, Jorge Azcón Navarro, and by Vice President Alejandro Nolasco Asensio.

The position and the profile of the dismissed official

The decree precisely identifies the position subject to the measure and the administrative status of its holder:

  • Position: General Secretariat of the Aragonese Institute of Social Services, with number RPT 11780.
  • Status: career official of the Corps of Superior Officials of the Administration of the Autonomous Community of Aragon, Superior Administration Scale, Superior Administrators.
  • Personal Registration Number: 177247 **** A2001-11.
  • Effect: dismissal with express gratitude for the services rendered.

Decree 169/2026 does not include the appointment of a new holder for the General Secretariat of the organization; therefore, the publication is limited to formalizing the departure.

A change in the organization’s leadership

The dismissal of Víctor Solano Sainz occurs barely a month after another movement in the leadership of the IASS. The Official Gazette of Aragon number 171, of September 3, 2026, published Decree 148/2026, of September 2, which arranged the dismissal, at her own request, of Marta Isabel Tejero López as Managing Director of the Aragonese Institute of Social Services, effective from the day of its publication.

The organization is governed by Law 4/1996, of May 22, regarding the Aragonese Institute of Social Services, a regulation that governs its nature and its leadership structure within the Department of Deregulation, Social Welfare, and Family.

Competencies of the position

The General Secretariat of the IASS is not a merely administrative position: the regulations published in the bulletin itself attribute to it presiding functions in evaluation bodies. Order DBF/1384/2026, of September 16, published in the Official Gazette of Aragon number 189, of September 29, 2026, establishes that the evaluation commission for grants to non-profit social entities for investment projects in social service establishments, funded by the Teruel Investment Fund (FITE 2024), shall be chaired by the holder of the General Secretariat of the Aragonese Institute of Social Services, or a delegated person.

This commission is a collegiate body of a technical nature, composed of a minimum of two and a maximum of four technicians appointed by the Management Directorate of the organization, one of whom acts as secretary.

Impact

The replacement affects a key position in the management of regional social services, both due to its position within the IASS structure and its role in presiding over grant evaluation commissions. The coincidence with the dismissal of the Managing Director weeks prior suggests a renewal of the organization’s leadership in the midst of a cycle of calls for grants and agreements with local and social entities.
