The Ica-Poroma electrical link is declared of national interest

The Ministry of Energy and Mines (MINEM) declared the Project “220 kV Ica - Poroma Link, expansions and associated substations” to be of national interest, through Ministerial Resolution No. 388-2026-MINEM/DM, signed in Lima on September 14, 2026, and published in the Official Gazette El Peruano on Tuesday, September 15, 2026. The regulation was signed by Minister Guillermo Shinno Huamaní and aims to facilitate the acquisition of the state-owned property required for the execution of the transmission infrastructure.

The declaration responds to the request submitted by the concessionaire CONCESIONARIA TRANSMISORA ICA - POROMA S.A.C. via Letter No. ICPO-CAR-008-2026, in order to acquire, through direct purchase and sale, the state-owned land indispensable for the 220 kV Intermediate Substation, as well as to obtain easement rights over the areas necessary for the routing, access, and operational continuity of the transmission line.

A Key Project of the 2021-2030 Transmission Plan

The project is part of the 2021-2030 Transmission Plan, approved by Ministerial Resolution No. 422-2020-MINEM/DM and published in the official gazette on December 30, 2020, which certifies the necessity of its entry into operation to satisfy the demands of the National Interconnected Electric System (SEIN). The SGT concession contract was signed on May 2, 2023, between the Peruvian State, through MINEM, and the concessionaire.

According to Report No. 0411-2026-MINEM/DGE from the General Directorate of Electricity (DGE), the work will directly benefit the population of the Ica region by guaranteeing an efficient, continuous, and secure provision of the public electricity service, reducing energy infrastructure gaps and fostering regional economic development.

Property Data and Execution Period

The resolution specifies the data of the property required for the development of the project, in accordance with paragraph 2 of article 222 of the Regulations of Law No. 29151, General Law of the National System of State Assets:

  • Property area: 3.0217 hectares.
  • Location: UTM WGS84 coordinates, Zone 18 L, in the Ica region.
  • Execution period: from the closing date (May 2, 2023) until thirty (30) years after the commercial operation date, scheduled for April 2, 2057.

The National Superintendency of State Assets (SBN) participated in the process, which through Official Letter No. 00792-2026/SBN-DGPE-SDDI attached Preliminary Report No. 00337-2026/SBN-DGPE-SDDI, evaluating the area of the properties where the project will be carried out.

Scope and Limits of the Declaration

The regulation clarifies that the declaration of national interest in no way guarantees the feasibility of a direct sale to the competent authority, which remains subject to the procedure established in current regulations. Likewise, it does not exempt the concessionaire from complying with the provisions of its SGT concession contract nor from obtaining the corresponding administrative licenses, permits, and authorizations.

The measure is framed within MINEM’s function to promote sustainable investment and sector activities, and within the National Energy Policy of Peru 2010-2040, approved by Supreme Decree No. 064-2010-EM, which envisions universal access to energy supply.

Impact for the region

With this declaration, the State paves the way for the 220 kV transmission infrastructure between Ica and Poroma to be realized, strengthening regional competitiveness and attracting investments that require a robust energy infrastructure. For the citizens of Ica, the operation of the link means more reliable access to electrical energy at reasonable costs, as well as the expansion of productive activities and the creation of new initiatives in key sectors of the regional economy.
