The 66 kV Sant Martí-Alcúdia electricity line has been declared of public utility

The Department of Enterprise, Freelancers and Energy has granted the prior administrative and construction authorization, and has declared the public utility, of the modification project for the 66 kV, single circuit line, Sant Martí-Alcúdia 1, in the municipality of Alcúdia. The resolution, signed by delegation of the counselor by the director general of Circular Economy, Energy Transition and Climate Change, Diego Viu Domínguez, is published in the Official Gazette of the Balearic Islands (BOIB) no. 107, of August 27, 2026, in section III, pages 46298 to 46306.

The declaration of public utility implicitly entails the need for occupation of the affected assets and rights and implies urgent occupation, for the purposes of article 52 of the Compulsory Expropriation Law. The promoter is Red Eléctrica de España, SAU (NIF A85309219), and the action is included in the Electric Energy Transport Network Development Plan 2021-2026, approved by the Council of Ministers on April 16, 2024.

A 703,653 euro project to reinforce the supply of northern Mallorca

The project, processed under file TR 4/2023, consists of constructing an overhead-underground electric energy transport line, single circuit at 66 kV, with a length of 0.65 kilometers, which will connect the existing T-9 support with the Sant Martí substation. Supports T-10 and T-11 and the current overhead line between supports T10-T11 and T11-T12B will also be dismantled. The budget for the action is 703,653 euros.

The procedure, which included ordinary environmental processing and public information, has had favorable reports from various bodies, including the Technical Urban Planning Services of the Insular Council of Mallorca, the Forest Management and Soil Protection Service, the director of the s’Albufera Natural Park and the Alcúdia City Council. The General Directorate of Urban Harmonization and Environmental Assessment formulated the environmental impact report on April 29, 2026.

Owners and lands affected by the expropriation

The resolution includes an individualized list of affected assets and rights, both in the aerial and underground sections, with their cadastral references. The affected holders are:

• Rafael Cladera Bibiloni
• Juan Simonet Crespí
• Bernardo Simonet Crespí
• Gas y Electricidad Generación, SA
• Red Eléctrica de España, SA
• Alcúdia City Council

The affected lands are mostly rainfed and irrigated crops or farmland, pastures, scrubland, fruit trees and unproductive land, and include an urban plot belonging to the Alcúdia City Council. The work also required reports from Redexis Infraestructuras, SL and Abaqua, among others.

Deadlines and conditions of the work

The promoter shall have a maximum term of two years from the notification of the resolution to execute and complete the works; otherwise, the Administration may declare its expiration. Before the start of the works, it will be necessary to obtain the report from the General Directorate of Water Resources regarding possible impacts in flood-prone areas, appoint the technical director of the work, and settle the corresponding municipal taxation.

The resolution, which exhausts the administrative route, may be appealed through an optional appeal for reversal before the Minister of Enterprise, Freelancers, and Energy within a term of one month, or directly via contentious-administrative proceedings before the High Court of Justice of the Balearic Islands within a term of two months.

The declaration of public utility of this infrastructure, included in the state planning of the transport network, is a key step to guarantee and reinforce the electricity supply of northern Mallorca, although it opens the door to the expropriation of private land in the municipality of Alcúdia, a process that the affected owners may challenge through administrative and judicial channels.
