The teaching-supervising position for the Debabarrena region has been called for free designation

OSI Debabarrena of the Osakidetza-Basque Health Service has called for the position of supervisor of Teaching, Continuing Education, and Care Quality (code 27425) by free designation, through Resolution 1433/2026, dated July 20, 2026. The call was published in the Official Gazette of the Basque Country (BOPV) number 164, on August 28, 2026, with official reference 2026/3733.
After verifying that the position is vacant, the management of OSI Debabarrena has launched the public call, in accordance with article 28 of Law 8/1997 (regarding the Health Organization of the Basque Country), Decree 186/2005 (which regulates functional positions in Osakidetza), and Decree 255/1997. The resolution was signed by the managing director Asier Esnal Albizu in Mendaro, on July 20, 2026.
Participation Requirements
Permanent employees (statutory, civil servant, or contractual) of any service organization of Osakidetza who hold a position in professional group B1 may participate in the call. Likewise, they must hold the qualification for group B1 and meet the remaining requirements of Decree 186/2005 and Osakidetza’s Basque Language Plan.
Merits to be Evaluated
To evaluate the candidates’ curricula, the call will take into account the following merits:
- Postgraduate training in Healthcare Management.
- Knowledge of management tools, quality models, process management, continuous improvement, ISO standards, and the Advanced Management Model (MGA).
- Experience in creating and developing management plans, strategic plans, or improvement programs.
- Knowledge of Osakidetza’s Patient Safety Strategy, including the management of adverse events and safety incidents.
- Experience acting as a reference in care processes, as well as in reviewing and implementing clinical practice guidelines and protocols.
- Experience in the management of health teaching and continuing education.
- Participation in research projects and/or committees in the field of care quality or teaching.
Knowledge of the Basque language will also be valued, in accordance with Decree 67/2003.
Applications and Selection Procedure
Interested parties must send their applications to the Directorate of Personnel of OSI Debabarrena (Mendarozabal street s/n, 20850 Mendaro), within a period of 15 business days starting from the day following the publication of the resolution in the BOPV. A documented curriculum vitae and photocopies of the DNI, appointment, and merits must be presented, although they may also be submitted as established in article 16.4 of Law 39/2015.
Selection will be carried out by an Evaluation Committee, which may perform complementary due diligence if necessary. The Committee will submit a proposal to formalize the appointment, or it may propose declaring the call void if no one meets the requirements. The procedure will conclude by means of a resolution from the managing director of OSI Debabarrena, which will be published in the BOPV and on Osakidetza’s intranet and website.
An appeal may be filed against the resolution before the general director of Osakidetza, within a period of one month starting from the day following its publication in the BOPV.
This call is of special importance for the management of health personnel training and quality of care at OSI Debabarrena, as the position was vacant and the selected person will promote the strategy for patient safety and continuous improvement in the regional organization.
