David Moliner Mateu will lead the Regional Health Data Office

The Minister of Health, Marciano Gómez Gómez, has appointed David Moliner Mateu as head of the Regional Health Data Office of the Comunitat Valenciana. The appointment is formalized through the Resolution of October 8, 2026, and is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10471, of October 15, 2026, within section II. Authorities and Personnel, section B) Appointments and dismissals. The agreement takes effect from the date of signing.

The resolution is based on an immediate precedent: the Regional Health Data Office of the Comunitat Valenciana was created by the Resolution of August 5, 2026, of the Minister of Health, published in the DOGV no. 10427, of August 12, 2026. That regulation established in its third resolution the designation regime for the person who was to lead the new body, such that the appointment now published completes the implementation of the structure.

The published text further details the procedure followed. The designation is issued by virtue of the powers that Law 5/1983, of December 30, of the Consell, attributes to the heads of the Departments, and in accordance with Article 4 of Decree 22/2025, of February 11, of the Consell, which approves the organic and functional Regulations of the Department of Health.

A newly created position with immediate effect

The resolution notes that the Regional Health Data Office is a recently created unit within the structure of the Department of Health. Its founding regulation was published just two months ago, on August 12, 2026, and the appointment of its head now arrives to provide it with a leader.

The agreement signed by the minister establishes that the appointment of David Moliner Mateu takes effect from the date of signing, that is, from October 8, 2026, one week before its publication in the official gazette. The text does not include any grace period or additional procedure following the publication.

Requirements and designation procedure

The third resolution of the creation decree, expressly invoked in the document published on October 15, established the conditions of the position and the channel to fill it:

• The person responsible for the Office must be a public employee.
• They must prove experience in the corresponding sectoral field.
• The appointment corresponds to the head of the Department of Health.
• The designation is made upon the proposal of the head of the regional secretariat with competencies in planning, information, and digital transformation.

The document does not include data on the remuneration of the position, its administrative level, or the date of taking office, details which do not appear in the official text.

Regulatory basis of the appointment

The resolution is based on a double legal foundation, which the text itself lists:

• Law 5/1983, of December 30, of the Consell, regarding the competencies of the heads of the Consellerias.
• Article 4 of Decree 22/2025, of February 11, of the Consell, which approves the Organic and Functional Regulations of the Conselleria de Sanidad (Department of Health).
• The Resolution of August 5, 2026, of the Conseller of Health, creating the Regional Health Data Office, published in the DOGV no. 10427, of August 12, 2026.

The administrative act appears signed in València on October 8, 2026, by Marciano Gómez Gómez, Conseller of Health, and is identified with the official reference DOGV-C-2026-32082.

The operationalization of the Regional Health Data Office places the governance of health information within its own body of the Valencian regional administration. With the appointment of its head, the Conselleria de Sanidad completes the first step of a structure called upon to organize and coordinate the processing of health data for all Valencians, a sensitive area that affects both healthcare assistance and patients’ rights over their own information.
