David Martínez Lagarejos, new economic director of Health Area III East

SESPA has appointed David Martínez Lagarejos as Economic and Professional Director of Health Area III Oriente. The decision was signed by the Minister of Health, María Concepción Saavedra Rielo, via Resolution of September 18, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) no. 189, of September 30, 2026, with official reference 2026-07762.

The appointment was adopted upon the proposal of the Managing Director of SESPA and under article 5.e) of the Principality of Asturias Law 7/2019, of March 29, on Health, as well as the second additional provision, point 2, of Decree 123/2025, of December 11, which establishes the basic organic structure of the direction and management bodies of the health service. The resolution orders that the interested party and the Management of Health Area III Oriente be notified, and provides for its publication in the regional gazette.

The position is not new. It was called for provision by free appointment via Resolution of August 6, 2026, from SESPA, published in BOPA no. 158, of August 17, 2026, with a application submission period of 20 business days. On the same day as the appointment, the gazette published the complementary resolution providing for the cessation of David Martínez Lagarejos as Economic and Professional Sub-director category I of the same area, with reference 2026-07761.

A freely appointed management position

The call required a university degree from subgroup A1, Spanish nationality or nationality of a European Union member state, and the status of statutory, civil service, or contractual personnel in the service of a public administration, without prejudice to the fact that personnel outside the Administration could also apply. Merits were evaluated with reference to the date of publication of the call, and the process could include personal interviews regarding the professional curriculum and aptitudes for the performance of the position.

Applications were submitted to the Managing Director of SESPA, who, once evaluated according to the principles of merit and capacity and criteria of suitability, professional competence, and experience, forwarded them with the corresponding appointment proposal to the Minister of Health. The call could be declared void by a reasoned resolution if no suitable candidates applied.

The simultaneous cessation of the sub-director

The cessation published with reference 2026-07761 was formalized on the same date, September 18, 2026, and with the same signature, Minister María Concepción Saavedra Rielo. It affects the position of Economic and Professional Sub-director category I of Health Area III Oriente of SESPA, and is processed with identical regulatory backing and upon the proposal of the Managing Director.

Regulatory framework and appeal process

The file is based on the following regulatory block:

• Law 55/2003, of December 16, of the Framework Statute of the statutory personnel of the health services, article 29.3.
• Law of the Principality of Asturias 7/2019, of March 29, on Health, articles 5.e) and 101.
• Decree 123/2025, of December 11, on the basic organic structure of the management and governing bodies of the SESPA.
• Law of the Principality of Asturias 2/1995, of March 13, and Law 39/2015, of October 1, on Common Administrative Procedure.

This act exhausts all administrative remedies. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Court within two months starting from the day following its publication, without prejudice to the optional appeal for reversal (recurso de reposición) before the head of the Department of Health within one month, provided that both appeals are not filed simultaneously.

Health Area III Oriente covers public healthcare in eastern Asturias, with the Cabueñes University Hospital, in Gijón, as the main reference center and with the area’s Management located at Camino de los Prados in Gijón. The Economic and Professional Directorate assumes the economic and personnel management of that area, such that the appointment completes its management structure and follows a free designation process resolved in just over six weeks from the call for applications.
