Danone reviews its environmental authorization in Tres Cantos with urgent processing
Por FactBox Admin

The Regional Ministry of Environment, Agriculture and Interior of the Community of Madrid has opened for public consultation the documentation regarding the substantial modification of the integrated environmental authorization for the dairy products factory of Danone, S. A. in Tres Cantos. The decision is formalized in the Resolution of October 19, 2026, from the Directorate General for Energy Transition and Circular Economy, published in the Official Gazette of the Community of Madrid (B.O.C.M.) No. 266, of November 5, 2026, with the reference BOCM-20261105-32. Interested parties have ten days from the day following the publication to submit allegations.
The file and the affected installation
The announcement is published in the Announcements section (I.D) of the gazette and affects the “Dairy product manufacturing” installation operated by the company in the Madrid municipality. The data contained in the resolution are as follows:
- Holding company: Danone, S. A., with NIF A-17000852.
- Registered office: Buenos Aires Street, number 21, postal code 08029, Barcelona.
- Installation: “Dairy product manufacturing” activity at Industria Avenue, number 20, Tres Cantos.
- Administrative file: 26-IPPC-00076.8/2026.
- Instructing body: Integrated Pollution Control Area.
The opening of the process is supported by Article 15 of Royal Decree 815/2013, of October 18, which approves the Regulation on industrial emissions and the development of the Law on integrated pollution prevention and control. The regulation requires that documentation for substantial modifications of these authorizations be submitted for public consultation before their final review.
Preferential processing due to special interest
The file does not follow the ordinary pace. According to the resolution, the project was declared of special interest through an Agreement of the Investment Accelerator of July 8, 2026, under Decree 15/2023, of March 1, of the Governing Council, which creates and regulates this body of the Community of Madrid.
This declaration implies that the procedure is processed in a preferential and urgent manner, with the deadlines provided for the ordinary procedure reduced by half, in accordance with Article 33 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. In practice, the period for exhibition and allegations is compressed compared to conventional environmental files.
Where to consult the documentation and how to appeal
The case documentation may be examined through the Transparency Portal of the Community of Madrid (http://www.comunidad.madrid/transparencia/) and, if deemed appropriate, at the offices of the Tres Cantos City Council. Allegations must be addressed to the Integrated Pollution Control Area within a period of ten days starting from the day following the publication of the resolution.
The announcement appears signed by the Director General for Energy Transition and Circular Economy, with delegated signing authority (P. D. F. by Resolution of July 8, 2023), in the person of Alicia Izquierdo Sanz, Sub-Director General for Environmental Impact, and bears order number 32 within the bulletin.
The relevance of the procedure is twofold. For Danone, S. A., the resolution opens the way to update the environmental conditions under which its Tres Cantos plant operates, one of the municipality’s reference industrial facilities. For residents and environmental groups, the announcement marks the only formal moment in the procedure to examine the technical documentation and present objections before the authorization is modified. Furthermore, the schedule is tight: the declaration of special interest reduces the deadlines by half, meaning that the capacity for citizen review depends on allegations being submitted within those ten days.
