Dalías submits its Local Territorial Emergency Plan for public hearing

The Dalías City Council has submitted its Local Territorial Emergency Plan (PTEL) for public information and hearing, unanimously approved in the ordinary Plenary session held on August 13, 2026. The announcement is published in the Official Gazette of the Province of Almería, number 161, dated August 21, 2026, with file reference 002321-26.
The agreement, adopted with the favorable vote of the 10 attending councilors, opens a 30-day period for interested parties to submit suggestions or claims regarding the file and the technical document. The consultation can be carried out both in the official gazette and on the council’s web portal, www.dalias.es.
A key plan for municipal security
The PTEL defines the municipality’s response to emergency situations and constitutes the basic civil protection instrument at a local scale. Its provisional approval and subsequent public exhibition allow citizens and affected entities to become familiar with the action protocols and contribute improvements before its definitive entry into force.
The document, signed on August 17, 2026, by the Mayor-President, Francisco Lirola Martín, is integrated into the framework of territorial emergency planning corresponding to Andalusian city councils.
Deadline and procedure for allegations
During the public information period, any interested party may examine the file and formulate the allegations they deem appropriate. The procedure contemplates two scenarios:
- If no claims or suggestions are submitted, the PTEL will be understood as definitively approved automatically.
- If they are submitted, the Plenary must resolve them and incorporate the relevant modifications before final approval.
