Ādaži Municipality Council has adopted amendments to the binding regulations determining the procedure for renting apartments in low-rent residential buildings within the municipality. The document has been assigned number 34/2026 and was officially announced in Latvijas Vēstnesis on November 2, 2026, in issue No. 211 (OP 2026/211), point 10 of the “Municipalities” section. The announcement was published with the official reference to the issue release https://www.vestnesis.lv/url/17020?content=1.

The amendments apply to the existing regulation: Ādaži Municipality Council Binding Regulations No. 33/2023 of October 26, 2023 “On the procedure for renting apartments in low-rent residential buildings in Ādaži municipality”. This is the fundamental document for municipal housing support, which determines the sequence in which the municipal residential fund is rented and the conditions under which tenants receive it.

Two Ādaži documents in one official release

In the issue of November 2, 2026, the Ādaži Municipality Council published two separate binding regulation documents, both of which affect the internal regulations of the municipality:

  • Ādaži Municipality Council Binding Regulations No. 31/2026 – amendments to Binding Regulations No. 18/2023 of June 14, 2023 “Statutes of Ādaži Municipality” (point 9 of the issue);
  • Ādaži Municipality Council Binding Regulations No. 34/2026 – amendments to Binding Regulations No. 33/2023 of October 26, 2023 on the procedure for renting apartments in low-rent residential buildings (point 10 of the issue).

Both documents are numbered within the same year and were issued as part of decisions adopted in a single session, indicating that the housing procedure refinements were pushed forward together with the amendments to the municipal statutes. The announcement specifies the issuing authority – Ādaži Municipality Council – and the official names of the documents, which are legally binding when publishing municipal regulations in the official publication.

Why this is important for tenants

Binding regulations are a municipal normative act that directly affects residents who live in municipal low-rent housing or are waiting in line for a municipal apartment. Amendments to this document traditionally affect:

  • the procedure for submitting and reviewing applications;
  • the conditions for forming the queue and allocating housing;
  • issues regarding the conclusion of lease agreements and the determination of rent;
  • rules for the use and accounting of the municipal housing fund.

These are the issues regarding which Ādaži municipality residents contact the municipal housing structural unit; therefore, any refinement changes specific practical rules – from the range of documents required in an application to how long an application remains valid.

Aspect of public accessibility

The publication of regulations in Latvijas Vēstnesis is the official method of notification, ensuring that the municipal act becomes publicly available and verifiable. In the content of Issue No. 211, the Ādaži documents are included in the “Municipalities” section along with the regulations of other municipalities – Jelgava, Alūksne, Madona, Mārupe, Ropaži, Talsi, Tukums, and Valka – thus, the November 2nd issue forms a unified set of municipal normative acts.

Conclusion

Access to housing at low rent is one of the most sensitive municipal services, and the decision of the Ādaži Municipality Council to revise the procedure adopted in 2023 means that the municipality’s tenants and those on the waiting list must familiarize themselves with the updated regulation before the next applications or contract renewals.
