Dúrcal reorganizes its municipal government following the resignation of mayor Julio Prieto

The Official Gazette of the Province of Granada publishes this Friday, September 18, 2026 (No. 181), the new composition of the Local Government Board of Dúrcal and the distribution of delegated powers resulting from the change in mayoralty. The resignation of Julio Prieto Machado from the Mayor’s office led to the proclamation of María de los Ángeles Ruiz Fernández as mayor on August 21, 2026. The announcements, with references BOP-GRA-2026-181018 and BOP-GRA-2026-181017, reorganize the municipal government.

The modification is processed under Article 40.5 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities (ROF), approved by Royal Decree 2568/1986, of November 28, and Article 196 of Organic Law 5/1985, of June 19, on the General Electoral Regime, which regulate the election of a new mayor following a resignation. The Mayoral resolution of September 4, 2026, signed on September 14, modifies Decree No. 640/2023, of June 23, 2023, regarding the members of the Local Government Board and their powers, which was reported to the Plenary in an extraordinary session on June 30, 2023.

The second announcement, a Mayoral resolution of September 14, 2026, signed on September 15, adapts the regime of generic and special delegations to the new distribution of areas, in application of Articles 20.1.b) and 23 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and Articles 35.2 and 52 of the ROF. Both resolutions are published in compliance with Article 44 of the ROF and take effect from the date of their signature, without prejudice to their publication in the BOP.

The new Local Government Board

The Board is composed of four councilors, with the mayor as president:

• Elena Megías Valdés, First Deputy Mayor.
• Francisco Miguel Conejero Haro, Second Deputy Mayor.
• Florentino Sánchez Haro.
• Gemma Soto Ibáñez.

The Board permanently assists the Mayor’s office and exercises the powers delegated to it. In urban planning matters, it assumes the approval of planning instruments not reserved for the Plenary, urban management instruments, urbanization and action projects, activity licenses subject to environmental prevention, urban planning licenses in accordance with Andalusian regulations (LISTA and its Regulations), and licenses on rural land. The Mayor’s office reserves the right to reclaim these powers at any time.

Deputy Mayors and delegated areas

• Elena Megías Valdés (First Deputy Mayor): Economy and Finance, Equality, Personnel, and Social Services.
• Francisco Miguel Conejero Haro (Second Deputy Mayor): Public Works, Coordination of Human Resources linked to his area, Health, Urban Planning, and Intendancy.

The deputy mayors substitute for the mayor in all of her functions in order of appointment in cases of absence, illness, or impediment. Generic delegations include the power to resolve through administrative acts that affect third parties, except in urban planning, where the delegation is special and limited to internal direction and the management of services.

Delegated Councilors

• Florentino Sánchez Haro: Festivals, Trade, Municipal Services, and Democratic Memory.
• Víctor Puentes Iglesias: Sports, Public Safety, Youth, Democratic Memory, and Heritage.
• Gemma Soto Ibáñez: Environment, Education and Childhood, Tourism and Culture, and Animal Welfare.
• Julio Prieto Machado: Digital Transformation, Citizen Participation, Communication, and Transparency.

Former mayor Julio Prieto Machado thus maintains a management area within the new governing team. The resolution also delegates the celebration of civil marriages in the municipality to all councilors of the Corporation.

Operation and Procedures

The Local Government Board will hold ordinary sessions every Friday at 9:30 a.m. on the first call and one hour later on the second, with the Mayor’s Office being able to advance, delay, or suspend the sessions. Resolutions are notified to the designees, published on the notice board and on the municipal electronic office, and will be reported to the Plenary in the first session it holds.

The reorganization directly affects the daily management of the Dúrcal City Council: it establishes who signs licenses, contracts, payments, and files, and with which areas. For residents, the new map of competencies determines which council office to approach for each procedure and confirms the continuity of the local government under the Mayoralty of María de los Ángeles Ruiz Fernández until the end of the term that began in 2023.
