CVK leaves Saskaņas Centrs candidate's challenge application without review

CVK atstāj bez izskatīšanas Saskaņas Centra kandidāta apstrīdēšanas iesniegumu

The Central Election Commission (CVK) has left without consideration an application submitted by the political party alliance Saskaņas Centrs, which contested the participation of this alliance’s candidate for deputy in the 15th Saeima elections. Decision No. 81 was published in the official gazette Latvijas Vēstnesis on October 19, 2026, in issue No. 201 (OP 2026/201), in the “INSTITUTIONS” section as the third item. With the publication in the official gazette, the commission’s decision becomes publicly available, and the dispute regarding the candidate’s right to participate in the elections is concluded at the commission level.

The CVK is a collegial state institution that organizes Saeima elections, approves polling station commissions, and reviews applications related to the conduct of elections; its decisions are published in the official gazette. The 2026 election cycle required a wide range of commission decisions — the numbering this year has reached at least No. 83. Among them:

  • Decision No. 14 of April 16, 2026 — on the distribution of funding to state city and municipality election commissions for the 2026 Saeima elections;
  • Decision No. 16 of April 30, 2026 — on information and its submission deadlines for polling station commissions established at diplomatic missions;
  • Decision No. 17 of April 30, 2026 — on the establishment of polling stations abroad based on voter proposals;
  • Decision No. 18 of April 30, 2026 — on the approval of polling station commissions established abroad;
  • Decision No. 65 of September 8, 2026 — on the approval of instructions, including CVK Instruction No. 17 “Procedure for Extending Voting Time”;
  • Decision No. 80 of October 6, 2026 — on the opening of ballot boxes.

One issue, three commission decisions

The October 19 issue of Latvijas Vēstnesis published three consecutive CVK decisions, marking the final stage of the election cycle. In addition to decision No. 81 on leaving the contestation application without consideration, decision No. 82 was published — amendments to the commission’s decision No. 14 of April 16, 2026, on the distribution of funding to state city and municipality election commissions. The same issue included decision No. 83 “On the results of the 15th Saeima elections”.

Such a sequence means that the official election results and the related commission decisions were published in one and the same issue of the official gazette. This allows the reader to verify both the confirmation of the results and the issue of individual candidates within a single set of documents.

Post-election procedures still on the agenda

At the beginning of October, the commission also resolved specific polling station-level issues. On October 8, 2026, three CVK orders were published:

  • order No. 02-01.4/4 — regarding the sending of the voter list and smartphones to the Central Election Commission;
  • order No. 02-01.4/5 — regarding the organization of a repeat vote at polling station 969;
  • order No. 02-01.4/6 — regarding the actions to be taken during the vote counting at polling station No. 112.

These documents prove that even after election day, the commission continued to refine the procedures for individual polling stations, including the repeat voting and vote counting process.

What it means to leave an application without consideration

“Leaving without consideration” is a procedural solution by which an institution does not make a decision on the essence of the application — it is not evaluated on its merits, and the case is not moved further in this instance. In the official publication, the subject of the decision is formulated directly: leaving without consideration the application challenging the candidate for deputy of the 15th Saeima from the political party alliance Saskaņas Centrs.

The practical significance is twofold: on one hand, the commission did not recognize the validity of the challenge and did not change the status associated with the candidate; on the other hand, the decision was published in the same issue as decision No. 83 on the election results, therefore the officially confirmed results remain in force in the version in which they were published.

Where to find the document

The decision is available in the official publication and its electronic archive:

  • section: “INSTITUTIONS”, institution — Central Election Commission, position No. 3;

Why this is important for the reader

Challenging candidates is one of the few mechanisms through which voters and competitors can verify whether a person is allowed to participate in the elections at all. With decision No. 81, this specific dispute is closed without substantial consideration, and its public record in the official publication is the only binding evidence of the outcome. Since the decision was published together with the official election results, it does not change the overall published results, but rather closes a specific legal question regarding one candidate.
