Cusco calls for supervision of the Santa Rosa health project: S/ 16.7 million

The Regional Government of Cusco has called for the selection of the private supervisory entity for the execution of the Santa Rosa health project in the district of San Sebastián, under the Works for Taxes mechanism. The call, identified as Selection Process No. 025-2026-GR CUSCO/CE-OXI-SANTA ROSA, was published in the Official Bulletin of the Official Gazette El Peruano on Friday, November 6, 2026, and sets November 17 as the deadline for submitting expressions of interest.

The process is based on Law No. 29230, the Law promoting Regional and Local Public Investment with private sector participation, and its regulations approved by Supreme Decree No. 038-2026-EF. Under this framework, the Regional Government of Cusco acts as the calling public entity and the Special Committee conducts the selection of the company that will assume the supervision of the project.

The purpose of the call is the selection of the Private Supervisory Entity responsible for supervising the execution of the project’s works, according to the details published in the official notice.

The project: CUI 2627405 and S/ 16.7 million

The called project appears with the following data in the official notice:

• Unique Investment Code: 2627405.
• Name: Improvement and expansion of basic health care services at the “Santa Rosa” polyclinic, Cusco.
• Location: district of San Sebastián, province and department of Cusco.
• Referential cost: S/ 16,744,243.01 (sixteen million seven hundred forty-four thousand two hundred forty-three and 01/100 soles).
• Execution period: 1,110 calendar days.

The call and publication of the Terms and Conditions were set for November 6, 2026, that is, the same day the notice appeared in the Official Bulletin.

Calendar: from expression of interest to contract signing

The schedule published in the notice establishes eleven stages:

• Submission of expressions of interest and registration of participants: from November 9 to 17, 2026.
• Submission of inquiries and observations to the Terms and Conditions: from November 9 to 17, 2026.
• Resolution of inquiries and observations: from November 18 to 23, 2026.
• Integration of Terms and Conditions: November 24, 2026.
• Submission of proposals: December 3, 2026.
• Evaluation of the technical proposal: from December 4 to 11, 2026.
• Evaluation results and awarding of the contract: December 14, 2026.
• Consent of the award: December 23, 2026.
• Submission of requirements to finalize the supervision contract: from December 24, 2026, to January 12, 2027.
• Signing of the supervision contract: from January 13 to 19, 2027.

Filing office, terms and conditions, and submission of documents

The documentation to participate must be addressed to the Special Committee and submitted via the in-person filing office located at Tomasa Tito Condemayta Avenue 1101, district of Wanchaq, province and region of Cusco, from 8:30 to 13:00 and from 14:00 to 16:00 hours.

The submission of proposals, on the other hand, takes place at the Regional Management of Economic Development, at the same address, at 9:00 hours. The expression of interest must follow Format No. 1 included in the notice itself, which lists the participant’s details, their legal representative or common representative, and the email address for notifications.

The Terms and Conditions of the process can be consulted on the institutional portals of PROINVERSIÓN (www.proinversion.gob.pe) and on the Works for Taxes selection processes page of the Regional Government of Cusco.

The call opens a narrow window—barely nine days—for work supervision firms to register as participants, and organizes the stages prior to the signing of the contract, scheduled for the second week of January 2027, into a single calendar. For the health sector of Cusco, the process is the gateway to the supervision of an investment exceeding 16.7 million soles in healthcare infrastructure in San Sebastián.
