Cunit launches five-euro vouchers to reactivate local commerce

The Cunit City Council will subsidize establishments in the municipality that apply the discount vouchers of the COMPREM A CUNIT 2026 campaign, which will take place from November 23 to December 20, 2026, or until the vouchers run out. The specific regulating bases were published in the Official Gazette of the Province of Tarragona on November 3, 2026 (CVE 2026-10122, pp. 1-9), with the identification number BDNS 938458.

The text, signed by the corporation’s secretary, Adolf Barceló Barceló, on October 19, 2026, regulates the granting of aid “to certain establishments in the municipality as a result of the use of discount vouchers.” This is a non-competitive program, supported by articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, the full text of which can be consulted in the National Subsidies Database. The stated purpose is to promote consumption in local commerce, especially in small commercial and service establishments.

Eight five-euro vouchers with a minimum purchase of triple the value

Consumers will receive a maximum of eight discount vouchers of 5 euros each, up to 40 euros per person, and must be over 18 years old, with the age calculated as of August 31, 2026. The use of the vouchers is conditional on the expenditure being triple the discounted amount, according to this scale:

• One 5-euro voucher: minimum purchase of 15 euros.
• Two vouchers: 30 euros.
• Three vouchers: 45 euros.
• Four vouchers: 60 euros.
• Five vouchers: 75 euros.
• Six vouchers: 90 euros.
• Seven vouchers: 105 euros.
• Eight vouchers: 120 euros.

Once the purchase with vouchers has been made, the establishment will not accept returns. Businesses must request the customer’s ID and complete the training on the use of the mobile application for managing the vouchers.

55,000 euros and the Chamber of Commerce as a collaborating entity

The total allocation for the subsidy is 55,000 euros, charged to the budgetary application 4300-4800001 (local commerce subsidy) of the current budget, and its effectiveness is conditional on the existence of adequate and sufficient credit. The subsidizable amount does not include VAT.

The management and distribution of the vouchers will be the responsibility of the Tarragona Chamber of Commerce as the collaborating entity, which will formalize an agreement with the Cunit City Council as the granting body. The Chamber will pay the amount weekly, following the validation of the justifications, and will be responsible for organizing, instructing, and resolving the files. The subsidizable expense is the amount of income lost due to the applied discounts.

Adhesion from November 9 and resolution before December 30

The deadline for establishments to join the campaign begins on November 9, 2026, via a form in the enabled application. Each applicant may only submit one request and must attach:

• Responsible declaration signed by the holder of the activity.
• Certificate of being up to date with Social Security.
• Certificate of being up to date with the Treasury.

If the application presents deficiencies, the Chamber will require the correction within a non-extendable period of 10 business days; otherwise, it will be declared as withdrawn. The maximum deadline for resolution is December 30, 2026 and, if the resolution is not published, the application is understood to be rejected by administrative silence. The justification can also be submitted until December 30.

Admitted establishments and campaign limits

Natural and legal persons who are holders of activities located in Cunit with an establishment for public attention, with a maximum of five employees, and up to date with taxes and contributions, may apply for the aid. The admitted IAE (Economic Activities Tax) headings are:

• Grouping 64: retail trade of food, beverages, and tobacco (groups 641 to 647).
• Grouping 65: retail trade of non-food industrial products (groups 651, 652, 653, 654, 656, 657, and 659).
• Grouping 97: personal services (groups 971, 972, 973, and 975).

As an exception, in groups 645 and 647, vouchers cannot be exchanged to acquire beverages with an alcohol content equal to or greater than 20 degrees. The aids are compatible with other subsidies for the same purpose and are revocable and reducible at any time.

The campaign reaches the local commerce of Cunit with a direct stimulus of up to 40 euros per buyer and a ceiling of 55,000 euros, in the full period prior to Christmas shopping, and does so with the Chamber of Commerce as the manager to streamline weekly payments to the participating establishments.
