Culture will replace the Mobility councilor from August 17 to 23.

The Official Bulletin of the Principality of Asturias (BOPA) publishes this Friday, August 14, Decree 22/2026, of August 11, of the President of the Principality, which provides for the temporary substitution of the Minister of Mobility, Environment and Emergency Management during his absence. The person who will assume the department will be the Minister of Culture, Linguistic Policy and Sport, Ana Vanesa Gutiérrez González, from August 17 to August 23, 2026, both inclusive. The provision appears in issue 157 of the bulletin, with official code 2026-06894, within Section I (Authorities and Personnel).

The decree is signed by the President of the Principality, Adrián Barbón Rodríguez, and is issued in accordance with articles 17.c), 18.1 and 35.1 of Law 6/1984 of the Principality of Asturias, of July 5, on the President and the Governing Council, which regulate the substitution regime for members of the regional Executive. The text is dated in Oviedo on August 11 and provides legal coverage for the specific change at the helm of the Asturian Government in the middle of the summer period.

The agreed substitution

The minister who is absent is Alejandro Jesús Calvo Rodríguez, head of the Ministry of Mobility, Environment and Emergency Management. During his temporary absence, Ana Vanesa Gutiérrez González, Minister of Culture, Linguistic Policy and Sport, will assume leadership of the department, without the decree establishing additional limitations on the exercise of functions.

The legal framework for substitution

The substitution is based on Law 6/1984, of July 5, on the President and the Governing Council of the Principality of Asturias, whose provisions contemplate the temporary coverage of the ministries when their heads cannot exercise their functions. The express reference to articles 17.c), 18.1 and 35.1 of the law guarantees that the substitution complies with the procedure provided for absences of members of the Governing Council.

The decree, signed in Oviedo on August 11, has effects only during the indicated week, so the Minister of Culture will assume on an interim basis the powers of mobility, environment and emergency management without this altering the organizational structure of the Executive.

Institutional relevance

Publication in the official bulletin provides publicity and legal certainty to the temporary distribution of responsibilities in the Asturian Government. With this measure, the Principality guarantees continuity in the processing of matters relating to mobility, the environment and emergencies during the week of 17 to 23 August, when citizens keep fully operational the services dependent on both departments, as required by Law 6/1984.
