The Regional Ministry of Culture, Tourism and Sport of the Community of Madrid has resolved the call for grants for private companies to carry out music projects in 2026, with 44 beneficiaries and a total amount of 344,000 euros. The decision is formalized in Order 1931/2026, of October 14, signed by the regional minister Mariano de Paco Serrano. The text is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID (B.O.C.M.) number 257, of Tuesday, October 27, 2026, within section I.C of Other Provisions.
The grants are governed by the regulatory bases approved by Order 1424/16, of April 18 (B.O.C.M. of May 6, 2016), subsequently modified by Order 232/2018, of March 6 (B.O.C.M. of March 23, 2018) and by Order 1015/2021, of September 6 (B.O.C.M. of September 17, 2021). The call for this financial year was structured with Order 388/2026, of March 4, whose extract was published in the B.O.C.M. on March 18, 2026, and which set a budget allocation of 350,000 euros, also disseminated through the National Advertising System for Subsidies.
Following the technical reports, the evaluation of the applications was carried out by the Sectoral Music Commission, meeting on July 1, 2026, and the proposed resolution was submitted by the Directorate General of Culture and Creative Industries. The order is issued under article 41 of Law 1/1983, of December 13, on the Government and Administration of the Community of Madrid, and article 7.1.a) of Law 2/1995, of March 8, on Subsidies of the Community of Madrid.
From 99 applications to 44 beneficiaries
The course of the procedure eliminates more than half of the initial petitioners, according to the details contained in the order itself:
- 99 applications submitted.
- 68 admitted; 23 withdrawn and 8 excluded, listed in Annex II based on the list communicated via Order 1084/2026, published on June 9, 2026, on the electronic headquarters of the Community of Madrid.
- 45 preselected projects, of which 23 were denied for not reaching the necessary score; these appear in section 2 of Annex I.
- 1 voluntary withdrawal among the preselected (section 3 of Annex I), leaving the final list at 44 beneficiaries.
The final distribution is ordered in section 1 of Annex I by score and amount, with grants ranging from 4,000 to 13,000 euros per project and a total amount of 344,000 euros, 6,000 below the called allocation. The expenditure is charged to sub-concept 47399 of program 334A of the current Expenditure Budget of the Community of Madrid.
One hundred percent advance and justification in December
Payment will be made via bank transfer by means of an advance payment of 100% of the granted aid following the award and acceptance by the beneficiary, without the obligation to present guarantees or bonds to the instructing body. The deadlines and obligations are as follows:
- Justification of the purpose of the subsidy until December 1, 2026, in accordance with Article 28 of Decree 62/2026, of July 22, and Article 10 of Law 2/1995.
- Subject to Commission Regulation (EU) 2023/2831 of December 13 on “de minimis” aid.
- Appeal for reversal within one month before the same body, or contentious-administrative appeal within two months before the High Court of Justice of Madrid.
- Effective from the day following its publication in the B.O.C.M.
A sector that depends on the aid calendar
The order closes the administrative route and resolves, in a single act published at the end of October, the map of public support for music in the region for the entire fiscal year: promoters, venues, and private companies organizing musical projects already know if they have funding and in what amount. The margin is narrow: 23 of the 68 admitted projects were left without aid for not reaching the required score and one more withdrew, meaning that slightly more than a third of the initially valid applications will not receive money. For the beneficiaries, the full advance and the absence of bonds provide immediate liquidity, although the calendar is tight: all supporting documentation must be submitted before December 1, 2026.
