Cuenca sets the new public price for municipal nursery schools

The Plenary of the Cuenca City Council, in an extraordinary session held on August 27, 2026, approved the agreement for the fixing and regulation of the public price for the provision of services at municipal preschools, which will be generally applicable from its publication in the Official Gazette of the Province of Cuenca. Simultaneously, the Corporation adopted the initial agreement for the repeal of Fiscal Ordinance No. 50, which until now regulated this public price.

The measure is published in the BOP of Cuenca number 99, dated August 28, 2026, in announcements NO. 2070 (page 40) and NO. 2071 (pages 41-43), and is based on articles 41 to 47 and 123 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. The agreement is signed by the delegated councilor for the Area of Finance, Citizen Security, and Business Promotion, Mr. Juan Manuel Martínez Melero.

Annual Enrollment Fees

The regulatory text establishes an annual enrollment fee that varies according to the situation of each family:

  • General enrollment: €30/year.
  • Second and subsequent family members: €20/year.
  • Family with any member with a disability exceeding 65%: €20/year.
  • Large families: €20/year.
  • Family with any child with special educational needs: €16/year.
  • Students with direct access due to Social Emergency or abandonment: exempt.

Monthly Fees by Income Bracket

For the educational stages of 0-1 and 1-2 years, the monthly fee includes the dining service and is calculated based on the per capita income of the family unit relative to the Minimum Interprofessional Wage (SMI, referring to 14 payments of the current year):

  • Income ≤ 29% of the SMI: €98.
  • Between 29% and 38%: €115.
  • Between 38% and 47%: €132.
  • Between 47% and 57%: €182.
  • Between 57% and 76%: €230.
  • Between 76% and 85%: €275.
  • Income exceeding 85%: €292.

In the 2-3 year bracket, basic educational care services (from 07:45 to 15:30) are free, and only the dining service is paid for, also by income brackets, from €44.61 (income ≤ 29%) up to €132.91 (income > 85%).

Additional Services and Management

Variable fees for complementary services are also regulated, the demand for which must be stated in the initial application and whose allocation corresponds to the company, subject to authorization from the education department:

  • Supplemented schedule up to 45 minutes (from 07:00 to 07:45, without breakfast): monthly fee + €22/month.
  • Up to 1 hour and 30 minutes (from 15:30 to 17:00, without afternoon snack): monthly fee + €33/month.
  • Up to 2 hours and 15 minutes (without breakfast or afternoon snack): monthly fee + €55/month.
  • Extraordinary service hour: €2.2/hour.

The public price is paid directly to the awarded companies in 11 monthly installments (from September to July), with one monthly installment paid in advance as a deposit. The Department of Education may review the fees in the event of changes in the economic or family situation, with a maximum adjustment of 25% of the fee.

Period for allegations and appeals

The agreement to abolish Fiscal Ordinance No. 50 is posted on the City Council Notice Board and is subject to public information for 30 business days from its publication; the file may be consulted at the Municipal Office of Management, Collection and Inspection, at Plaza de la Constitución No. 10, ground floor. If no allegations are presented, the abolition will be considered definitively approved. An appeal for reversal may be filed against the agreement before the Plenary within one month.

The new regulation affects all families using the municipal preschools of Cuenca, whose fees will be determined by income brackets and services, with discounts for large families, disability, and social emergency situations, within a framework that replaces the previous fiscal ordinance with a directly managed public price.
