Cuenca approves the redevelopment of Carretería for 7.5 million

The Local Government Board of the Cuenca City Council has definitively approved the technical project for the REURBANIZATION OF THE MAIN ROAD AND SEVERAL ADJACENT STREETS, with a base tender budget of 7,500,000.00 euros (VAT included) and an execution period of twenty-four months. The agreement, adopted in an ordinary session on August 4, 2026, is published in the Official Gazette of the Province of Cuenca, number 106, dated September 14, 2026 (reference NO. 2157).
The decision comes after the public information process, during which several allegations were fully or partially upheld, and following favorable sectoral reports from municipal services. According to the complementary supervision report dated July 31, 2026, the approved set of documents meets the legal, regulatory, and technical requirements necessary to support the contracting and execution of the works.
The project and its authors
The original project, signed on April 27, 2026, was drafted by Mr. Vicente Belinchón Carlavilla, Civil Engineer, and Mr. David Domínguez Rendeiro, architect, with the technical assistance of Mr. Fernando López López, architect, and Mr. Fernando Fraile Castaño, Civil Engineer. It is structured into four volumes:
- Volume I. Report and annexes.
- Volume II. Plans and Budget.
- Volume III. Particular Technical Specifications.
- Volume IV. Health and Safety Study.
Added to this document is Annex No. 1 of modifications, signed on July 30, 2026, which incorporates the modifications derived from the upheld allegations and sectoral reports. Both documents constitute an inseparable documentary unit, and the determinations of the annex prevail over the original project in the expressly modified sections.
Upheld allegations
During the public information process, allegations regarding the following were fully or partially upheld:
- The preservation of the current physical state of the Jardinillo de San Francisco, excluding from the project the actions planned inside it and on the fencing.
- The adoption of a color temperature of 2,700 K for the lighting.
- The modification of the geometry of Parque de San Julián street in front of the Hotel Alfonso VIII, to make the bus stop compatible with the accessible pedestrian route.
- The modification of the horizontal signage in front of the garage at Calderón de la Barca no. 26, allowing a left turn.
- The incorporation of specifications on tactile paving and technical coordination with the ONCE (National Organization of Spanish Blind People).
The remaining allegations were dismissed for the reasons set forth in the technical reports included in the file.
Processing and next steps
The agreement is adopted under Article 127 of Law 7/85, of April 2, Regulating the Bases of the Local Regime, by unanimity of the members present. It is ordered that the staking out, the bidders’ proposals, the formalization of the contract, and the execution of the works refer exclusively to the approved and processed documentary set, in accordance with Article 236 of Law 9/2017, of November 8, on Public Sector Contracts.
The announcement, signed on September 10, 2026, by the delegated councilwoman for Sports, Urban Planning, and Infrastructure, Mª Rosario Rodríguez Patiño, shall be notified individually to all persons and entities that submitted allegations, and shall be forwarded to the municipal services of Contracting, Audit, Secretariat, and Infrastructure for the preparation of the contracting file.
With this final approval, the City Council of Cuenca clears the way toward the bidding process for one of the most relevant urban interventions in the historic center, which will renovate Carretería and its surroundings with improvements to accessibility, lighting, and public space, and which must be executed within a period of two years.
