Cubla raises the municipal cemetery fee following new construction

The Cubla City Council has finalized modification no. 3 of Fiscal Ordinance no. 3 regulating the municipal cemetery fee, which updates the price of niches to 1,517 euros and columbariums to 975 euros. The agreement, adopted by the Plenary in an ordinary session on April 27, 2026, is published in the Official Gazette of the Province of Teruel number 158, dated August 20, 2026, under reference 2026-2476.
The modification is justified by the new construction of niches and columbariums carried out in the municipality in 2023, which necessitates updating the prices of said niches to their cost, as well as those of the newly constructed columbariums. Since no claims were filed during the public exhibition period, the provisional agreement was automatically elevated to final, in compliance with article 17.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
Changes in the tax quota
The proposal modifies article 6 of the ordinance, relating to the tax quota, with the following amounts:
- Niches: 1,517 euros per unit, removing the word “perpetual”.
- Columbariums: 975 euros per unit.
Entry into force and appeals
According to the additional provision, and in accordance with article 141.2 of Law 7/1999, of April 9, on Local Administration of Aragon, the ordinance shall enter into force on the same day as the full publication of the final agreement and its text, and shall remain in effect until its modification or repeal is approved.
Against the agreement, interested parties may file a contentious-administrative appeal within two months from the publication of the announcement, before the High Court of Justice of Aragon, based in Zaragoza, pursuant to article 19 of the Recast Text of the Law Regulating Local Treasuries.

The update of the fee directly affects the residents of Cubla who contract funeral services at the municipal cemetery, as the new prices will apply to the niches and columbariums available after the 2023 expansion. The measure seeks to align the rates with the actual cost of the new infrastructure, ensuring the sustainability of the municipal service.
