Four municipalities in Cáceres approve their action plans against forest fires

Acebo, Aliseda, Cabrero and San Martín de Trevejo have definitively approved their Municipal Action Plans against the Risk of Forest Fires (PAMIF), and Aliseda has done the same with its Municipal Action Plan against the Risk of Flooding, at the height of the high-risk season. The plenary agreements, adopted between 5 and 7 August 2026, are published in issue 154 of the Official Gazette of the Province of Cáceres, corresponding to Thursday 13 August 2026, in Section I - Local Administration, under the heading of Town Councils.

The PAMIFs are municipal technical planning and action instruments in the field of civil protection and forest fires, of an organisational and operational nature, which are integrated into the planning system for civil protection and forest fire prevention of the Autonomous Community of Extremadura. Their purpose is to achieve maximum protection for people, property and the environment in the event of a forest fire, ensuring the effective and coordinated intervention of municipal resources. The four plans have the prior favourable report of the Permanent Commission on Civil Protection of the Autonomous Community of Extremadura, which examined them at its session of 10 July 2026.

Regulatory framework and municipal obligation

The reference special plan is INFOCAEX, the Special Civil Protection Plan against Forest Fires of the Autonomous Community of Extremadura, whose section 9 establishes, according to the hazard level of each municipal area, which town councils must prepare a municipal action plan against the risk of forest fire; Cabrero appears in section 2 of that list. In the case of San Martín de Trevejo, the procedure is expressly covered by Decree 32/2023, of 5 April, regulating the Register of Civil Protection Plans of the Autonomous Community of Extremadura. The approved plans are conceived as operational instruments for rapid application, with provision for the organisational-functional framework, the mechanisms for mobilising human and material resources and the coordination scheme between the administrations called upon to intervene.

Municipality by municipality

• Acebo: the full council, at its ordinary session of 6 August, approved the PAMIF prepared by AQUADUCTO INGENIEROS Y SERVICIOS EXTREMEÑOS, S.L.; the notice is signed by the mayor Julián Puerto Rodríguez (CVE BOP-2026-3826, p. 18751).
• Aliseda: the full council of 5 August approved the PAMIF, drafted by Mr. Oscar Blanco Nicolás, civil engineer, from OBNING INGENIERÍA, and the Municipal Action Plan against flood risk, drafted by Mr. Manuel Jesús Castelló Vinagre, from AQUADUCTO Ingeniería y Servicios Extremeños, S.L.; signed by the mayoress Raquel Liberal Martín (CVEs BOP-2026-3828 and BOP-2026-3829, pp. 18753-18754).
• Cabrero: the full council, at its extraordinary session of 5 August, definitively approved the plan prepared by OBNING PROYECTOS E INGENIERÍA, aimed at protecting people, animals and property; signed by the mayor Juan Antonio Pérez Bermejo (CVE BOP-2026-3830, pp. 18755-18756).
• San Martín de Trevejo: the full council, at its extraordinary session of 7 August, approved the municipal plan after the favourable report from the Regional Standing Committee on Civil Protection; signed by the mayor Ismael Frade Ambrosio (CVE BOP-2026-3847, p. 18845).

Publication and resources

The full texts of the plans are available to interested parties on the municipal electronic sites: acebo.sedelectronica.es, aliseda.sedelectronica.es, cabrero.sedelectronica.es and san-martin-de-trevejo.sedelectronica.es; in Acebo, additionally, on the Transparency Portal. Against the resolutions, which bring the administrative procedure to an end, an administrative contentious appeal may be lodged within two months of publication, in accordance with Law 29/1998 of 13 July; in Aliseda the optional appeal for reconsideration may also be lodged within one month, in accordance with Articles 123 and 124 of Law 39/2015 of 1 October.

Impact for residents

The approval comes in the middle of summer, when the risk of forest fires reaches its highest levels in the province. With these plans, the four town councils are integrated into the regional civil protection system and have an operational scheme to mobilise their resources and coordinate the response with the other administrations in an emergency, which strengthens the protection of people, property and the environment within their municipal areas.
