Four lawyers appointed in Palma del Río

Four candidates take office as Legal Advisory Lawyers

The Palma del Río City Council has published in the Official Gazette of the Province of Córdoba Decree 2642/2026, of August 3, appointing four candidates who passed the competitive examination called under the Public Employment Offer for the years 2022 and 2024 as career civil servants. The appointments are published in the Official Gazette of Córdoba No. 158, of August 17, 2026, on pages 12,431 to 12,434, under reference BOP-A-2026-2801.

The resolution, issued by the Deputy Mayor’s Office, is based on Article 21.1.h) of Law 7/1985, regulating the Bases of the Local Government System, and on Royal Decree 896/1991, which establishes the basic rules for the selection procedure for Local Administration civil servants.

Table of appointments

The four appointments went to the following candidates, in order of score:

• María del Pilar Díaz Rey: 120.64654 points – job position code F114.
• Isabel Gamero Pérez: 106.35786 points – job position code F83.
• Laura García Fuentes: 96.21165 points – job position code F93.
• Santiago Borruecos Carrasco: 89.59415 points – job position code F118.

Three women and one man gain positions in Group A1, belonging to the Special Administration Scale, Technical Subscale, Legal Advisory Lawyer option, through the open competition procedure.

Deadline for taking office

Each appointee must take possession of their position within one month from notification of the appointment, and must take an oath or promise in accordance with the provisions of Royal Decree 707/1979, of April 5, which regulates the Oath Formula for Public Offices and Functions.

The assignment of positions is definitive within the City Council’s Job Description List.

Employment pool

In addition to the appointments, the Decree establishes an employment pool that includes Anabel Martínez Rossi (ID *2345), who obtained a score of 86.51657 points. Her inclusion in the pool is carried out in accordance with Basis Nine of the selection process call.

Regulatory framework and context

The selection process originates from the Public Employment Offer for the years 2022 and 2024 of the Palma del Río City Council, approved by Decree 403/2025, of February 19. The call included four vacant positions for career civil servants in the Legal Advisory Lawyer category.

The Selection Board issued its decision on July 2, 2026, proposing the appointment of the four candidates who have ultimately been designated. The decree was signed on August 4, 2026, by Nicolás Valbuena Roldán, Councillor for General Administration, and was published on August 17 in the Official Gazette of the Province (BOP) of Córdoba.

Appeals and guarantees

The resolution exhausts the administrative route. Against the decree, an optional appeal for reconsideration may be filed before the same body within one month, or directly a contentious-administrative appeal before the corresponding Court within two months, in accordance with articles 123 and 124 of Law 39/2015, on the Common Administrative Procedure.

With these appointments, the City Council of Palma del Río completes its own legal advisory structure, avoiding the outsourcing of legal services and providing the council with technical capacity to handle administrative and contentious matters with stable and qualified civil servant staff.
