Four Leonese city councils lose grants from the Territorial Cohesion Fund
Por FactBox Admin

The Provincial Council of León has initiated the procedure to declare the total loss of the right to collect subsidies granted under the 2025 Territorial Cohesion Fund for four municipalities in the province: La Ercina, Quintana y Congosto, Toral de los Guzmanes, and La Vecilla. The agreement was adopted by the Plenary of the Corporation in a session on October 28, 2026, and is published in the Official Gazette of the Province of León no. 210, dated November 5, 2026, with official reference BOP-LE-2026-210002. The decision leaves in limbo investments in water supply, sanitation, and paving valued at more than 42,000 euros in subsidies.
The framework: adaptation of fund financing
The same plenary agreement took note of the award amounts for the investments approved under the call, as certified by each beneficiary entity, and forwarded the list of projects and amounts to the Ministry of the Presidency of the Junta de Castilla y León, in compliance with provision 14, section 5, of the Order of March 28, 2025.
The overall 2025 Territorial Cohesion Fund in the province stands as follows:
- Award budget: €1,917,669.54
- Aid from the Junta de Castilla y León: €903,118.07
- Contribution from the Provincial Council: €451,559.28
- Contribution from the municipalities: €561,636.18
- Total subsidy (Junta and Provincial Council): €1,354,677.35
The announcement is signed by the deputy for Cooperation and SAM, Valentín Martínez Redondo, dated November 4, 2026, under file 1462235H, and occupies pages 6 to 13 of the gazette.
The four works left without aid
The procedure affects one project per municipality, with the following requested and subsidy amounts (Junta plus Provincial Council):
- La Ercina: borehole for groundwater extraction in La Ercina; €19,104.25 budget and €14,328.20 subsidy.
- Quintana y Congosto: improvement and expansion works for the supply and sanitation network in Palacios de Jamuz and Quintana y Congosto; €14,178.64 and €10,633.98.
- Toral de los Guzmanes: third phase of paving for recreational spaces on San Pedro Street; €11,008.24 and €8,256.18.
- La Vecilla: repair and waterproofing of the water catchment tank of La Vecilla de Curueño; €11,969.24 and €8,976.93.
In total, €56,260.37 of planned investment and €42,195.29 of subsidy are at risk.
Out-of-deadline contracting and hearing process
The agreement triggers the loss of the right to payment in cases where the city councils “have not processed the procurement procedure in a timely and proper manner” or failed to certify the awarding of investment projects within the mandatory deadlines. The four councils now have a hearing period of fifteen business days, counted from the day following the publication of the agreement in the Official Provincial Gazette, to present any allegations they deem appropriate.
Against the agreement, which exhausts administrative remedies, an optional appeal for reversal may be filed before the Plenary within one month from the day following publication, or a contentious-administrative appeal may be filed before the Court of First Instance within two months. The announcement further orders its publication on the notice board of the electronic headquarters of the Provincial Council of León.
The procedure affects small municipalities with limited technical and management capacity, which depend on these provincial lines to undertake water catchment and sanitation works. If the allegations are not successful, the four actions will lapse and the amounts reserved in the call for applications will remain unexecuted in the territory.
