Four Asturian city councils receive 600,000 euros for urban planning schemes
Por FactBox Admin

The Regional Ministry of Territorial Planning, Urbanism, Housing, and Citizen Rights of the Principality of Asturias has granted 600,000 euros to four city councils for the drafting of general planning plans and urban catalogs. The decision is formalized in the Resolution of October 15, 2026, signed by the regional minister Ovidio Zapico González, and is published in the Official Gazette of the Principality of Asturias (BOPA) no. 211, of October 30, 2026, within the Other Provisions of the Principality section (reference 2026-08644).
Second distribution of an ongoing call
The resolution closes the second call for these grants, approved by the Resolution of May 28, 2026, an extract of which was published in BOPA no. 109, of June 9, 2026. The regulatory bases stem from the Resolution of September 25, 2024 (BOPA no. 198, of October 10, 2024), and the line is part of the Ministry’s Strategic Grant Plan for 2024-2026, approved by the Resolution of March 26, 2024 (BOPA no. 83, of April 29) and modified by the Resolution of May 7, 2024 (BOPA no. 98, of May 21).
The distribution was resolved through a competitive bidding process with a maximum credit of 600,000 euros, charged to the budgetary application 13.02.433C.765.004 of the general budgets of the Principality. The proposal was submitted by the Urbanism and Territorial Planning Commission of the Principality of Asturias (CUOTA), which met on September 24, 2026, and agreed to subsidize the entities with the highest scores until the available credit was exhausted.
Four beneficiaries and a downward adjustment
The local entities that finally receive aid are four, all with the “P/C” qualification, meaning general planning plan and urban catalog:
- Onís (file AYUD/2026/84517), with 99.61 points, receives 110,936.24 euros.
- Degaña (file AYUD/2026/86669), with 99.57 points, receives 145,603.08 euros.
- Cabrales (file AYUD/2026/86469), with 97.85 points, receives 253,022.16 euros.
- Colunga (file AYUD/2026/86502), with 95.92 points, receives 90,438.52 euros of the 206,355.48 euros that corresponded to it by valuation.
The cut to Colunga is due to the exhaustion of the credit: the first three city councils total 509,561.48 euros, meaning that only the remaining 90,438.52 euros can be assigned to the fourth to reach the total called for. The resolution specifies that, if any beneficiary entity rejects the grant, it will pass to the immediately following applicant on the ordered list who has not been subsidized, which is Castropol (AYUD/2026/86632), with 95.82 points and an estimated amount of 254,341.69 euros.
Nineteen applications and one inadmissibility
19 applications were submitted to the call, including those from El Franco, Salas, Sariego, Nava, San Martín del Rey Aurelio, Carreño, Parres, Cangas del Narcea, Aller, Pravia, Caravia, Vegadeo, and Cangas de Onís. Only one was inadmissible: that of Taramundi (AYUD/2026/86446), as it corresponded to a partial revision that does not affect a complete land class—urban, developable, or non-developable—which violates the second basis of the call.
The credit is distributed on a multi-year basis: 300,000 euros charged to 2026, 240,000 to 2028, and 60,000 to 2030. The beneficiary entities must award the contract for the drafting of the subsidized documents within a maximum period of one year from the granting, unless an extension is granted for justified reasons; once this period has elapsed without contracting, the revocation and reimbursement of the funds received will proceed. The resolution may be appealed for reversal before the counselor within one month, or challenged before the contentious-administrative jurisdiction within two months.
Land and pending planning in rural areas
The distribution conditions the urban development of four mountain councils with a rural tradition, where the absence of updated general planning limits land classification and the authorization of uses. The subsidy covers both the drafting of general plans and urban catalogs, instruments that protect the values of the built heritage and the landscape. As the credit was exhausted by the fourth file, the remaining highest-rated municipalities—including Castropol, Vegadeo, Salas, and Parres—remain waiting for an eventual waiver or a new call.
