Crown Perth gaming areas redrawn as commission revokes 2025 casino notice

The Gaming and Wagering Commission of Western Australia has redrawn the precise footprint of the casino gaming licence at Crown Perth, revoking the 2025 instrument that previously defined it. The Casino Control (Area of Gaming Licence) Notice 2026 was made with the approval of the Minister for Racing and Gaming and published in the Western Australian Government Gazette No. 133 on 20 October 2026 under reference RA401.

The notice is made under section 21(4a) and (4c) of the Casino Control Act 1984. It defines the casino complex as the premises known as Crown Perth at Burswood, and the casino gaming licence as the licence held by Burswood Nominees Ltd in respect of that casino. Clause 4 provides that the areas described and shaded on the plans in Schedule 1 are the areas to which the licence relates.

Ten plans set the licensed footprint

Schedule 1 carries ten separate plans, each identifying a shaded area within the complex. The gaming and support spaces listed are:

  • Plan A: the Pearl Room, ground floor of the Crown Metropol Perth Hotel.
  • Plan B: the Diamond Room, ground floor of the Crown Metropol Perth Hotel.
  • Plan C: the Sky Salon, Level 11 of the Crown Metropol Perth Hotel.
  • Plan D: the Towers Salons, Level 15 of the Crown Towers Perth Hotel.
  • Plan E: the shaded gaming area on the ground floor of the casino complex.
  • Plan F: the private gaming area on level 2 of the casino complex.
  • Plan G: the Card Destruction Room, Pre-Shuffle Room, Card Store Room and Active Data Room, lower ground floor of the Crown Metropol Perth Hotel.
  • Plan H: the Administration Area, Count Facilities Area and Secure Storage Area, lower ground floor of the casino complex.
  • Plan I: the Surveillance Area and Restaurant on level 1 of the casino complex.
  • Plan J: the IT Services Computer Room, lower ground floor of the Crown Towers Perth Hotel.

The schedule therefore extends beyond public gaming floors to back-of-house functions, including card handling, cash counting, secure storage, surveillance and information technology.

Staged commencement and repeal of the 2025 notice

Clause 2 brings the instrument into force in two steps. Clauses 1 and 2 — citation and commencement — took effect on the day of publication in the Gazette, 20 October 2026. The remainder of the order, including the operative description of the licensed areas, commences on the day after that day, 21 October 2026.

Clause 5 revokes the Casino Control (Area of Gaming Licence) Notice (No. 2) 2025 in its entirety. The 2026 notice replaces that earlier instrument rather than amending it, so the licensed area is now governed solely by the ten plans in the new Schedule 1.

Commission seal and ministerial approval

The instrument records two separate acts of authorisation. It was sealed by the Gaming and Wagering Commission of Western Australia in the presence of Gary Dreibergs, Chairperson, and Mr Paul Steel, Member, and dated 16 September 2026. Ministerial approval was given by the Minister for Racing and Gaming, Hon. Don Punch, MLA, and dated 6 October 2026.

The notice appears in the Racing, Gaming and Liquor section of the Gazette, at pages 2373 to 2378, immediately after ministerial acting arrangements published by the Department of the Premier and Cabinet.

The redrawing matters because the licensed area is the legal boundary of lawful casino gaming at the Burswood complex. Any gaming activity outside the shaded zones on the ten plans falls outside the licence held by Burswood Nominees Ltd, and the repeal of the 2025 notice leaves no residual description of the earlier footprint. For patrons and for the operator, the practical effect is that the rooms, salons and back-of-house facilities enumerated in Schedule 1 are now the definitive map of where the licence applies, effective from 21 October 2026.
