Cristina Peñas Martín, nueva asesora de la Secretaría General de Movilidad

The Regional Ministry of Mobility, Digital Transformation and Artificial Intelligence of the Regional Government of Castilla y León has awarded the position of Advisor to its General Secretariat to the civil servant Cristina Peñas Martín. The decision is formalized through Order MTD/1031/2026, dated September 16, which resolves the public call to fill the vacancy via the system of free appointment. The text is published in the Official Gazette of Castilla y León (BOCYL) no. 197, dated October 9, 2026, in section I.B.1 of appointments, situations and incidents, pages 13 to 15.

The resolution comes after Order MTD/685/2026, dated July 20, announced the public call to fill via free appointment the job position detailed in its annex, as recorded in the B.O.C. y L. no. 144, dated July 28. The award is adopted in view of the report from the head of the superior body to which the called position is assigned and in exercise of the powers of article 26 of Law 3/2001, of July 3, of the Government and Administration of the Community of Castilla y León, and in accordance with articles 48 and 51 of Law 7/2005, of May 24, of the Civil Service of Castilla y León.

Award based on suitability

The order provides for awarding the position to the aforementioned civil servant for being the most suitable candidate among those who applied for the vacancy, in order to efficiently carry out the functions inherent to the called position. The resolution was signed in Valladolid on September 16, 2026, by the Regional Minister Cristina Sanchidrián Blázquez.

The annex of the order details the characteristics of the awarded position:

  • Surnames and name: Peñas Martín, Cristina.
  • Management center: General Secretariat.
  • Position title: Advisor.
  • R.P.T. Code: 768031.

Cessation, taking office and deadlines

The cessation of the awarded civil servant from the position she had been performing will take place within three business days following the publication of the resolution order in the BOCYL, and the taking office of the destination position will occur on the business day following the cessation. The period between the cessation and the taking office will be considered as active service in the new position and will be remunerated.

The regulation also establishes other scenarios and procedures:

  • If the resolution entails reinstatement to active service, the period for taking office shall be ten business days from the day following its publication.
  • If, on the day of taking office, the official is on leave or license, the taking of office shall occur on the day following the end of the granted leave or license.
  • A copy of the termination and taking-office proceedings must be sent to the General Personnel Registry within three days following the date on which they occur.

Appeals Process

Against the order, which exhausts administrative remedies, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Valladolid within two months from the day following its publication, in accordance with articles 8.2 and 14.2 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. Prior to this, and as an optional step, a motion for reconsideration may be filed before the Minister of Mobility, Digital Transformation and Artificial Intelligence within one month, pursuant to articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The appointment strengthens the management structure of a ministry that concentrates the regional Executive’s competencies in mobility, digital transformation, and artificial intelligence, and confirms the use of discretionary appointment for trusted advisory positions within the General Secretariat. For interested public employees, the order also specifies the exact deadlines for termination and taking office and opens the door to the judicial challenge of the award.
