Cristina Martínez de Sosa, nueva registradora de la Propiedad de Plasencia

The Ministry of Finance, Public Administration, and Social Dialogue has appointed Cristina Martínez de Sosa as Registrar of Property, Commercial, and Movable Property for the provision of the Property Registry of Plasencia, in the province of Cáceres. The decision was adopted through the Order of October 20, 2026, published in this Wednesday’s Official Gazette of Extremadura (Diario Oficial de Extremadura), number 208, in section II on Authorities and Personnel (official reference 2026050116).

The appointment concludes a procedure stemming from the regional government’s executive competence regarding the appointment of registrars. Article 11.1.2 of the Statute of Autonomy of Extremadura grants the Autonomous Community this power for positions located within its territory, meaning that the state resolution of the competition is subsequently translated into an order from the regional Executive.

The appointment comes after the competition has already been resolved: the position was awarded among members of the Corps of Property, Commercial, and Movable Property Registrars and affects a single contestant in Extremadura, as stated in the text of the order itself.

The procedural chain

The order details the milestones leading to the appointment:

  • Resolution of September 8, 2026, from the General Directorate of Legal Security and Public Trust of the Ministry of the Presidency, Justice, and Relations with the Courts, which calls for the competition for vacancies; published in the Official State Gazette (Boletín Oficial del Estado), number 227, on September 14, 2026.
  • Resolution of October 2, 2026, from the same management center, which resolves the competition and is published in the Official State Gazette, number 251, on October 9, 2026.
  • Proposal of October 19, 2026, from the General Secretariat of the Ministry of Finance, Public Administration, and Social Dialogue.
  • Order of October 20, 2026, signed in Mérida by the regional minister Elena Manzano Silva, which formalizes the appointment and orders its publication in the DOE.

Regulatory basis and distribution of competencies

The procedure is based on Article 284 of the Mortgage Law and Articles 496 and following of the Mortgage Regulations. The minister’s competence to appoint notaries, property and commercial registrars, and other public certifying officers in the Extremaduran territory derives, according to the order, from Presidential Decree 15/1999, of September 29, in relation to Presidential Decree 11/2026, of April 29, and Article 2.1 of Decree 106/2026, of May 26, which establishes the organic structure of the Ministry, with its correction of errors published in DOE number 147, of July 31, 2026.

Notifications, publication, and appeals

The order requires the appointment to be communicated to four recipients:

  • The interested party, Cristina Martínez de Sosa.
  • The Presidency of the High Court of Justice of Extremadura.
  • The General Directorate of Legal Security and Public Trust of the Ministry of the Presidency, Justice and Relations with the Courts.
  • The Territorial Deanery of Extremadura of the College of Registrars of Property, Mercantile and Movable Assets of Spain.

Furthermore, full publication in the Official Gazette of Extremadura is ordered. Against this order, which exhausts the administrative route, an optional appeal for reversal may be filed before the same body within one month from the day following its publication, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Extremadura within two months.

The Property Registry is the office where sales, mortgages, and other acts affecting real estate are registered; therefore, filling the position in Plasencia directly affects the legal security of real estate and credit transactions in northern Cáceres.
