Creation of a national coordination for the security of major events

Decree No. 2026-860 of September 12, 2026, published in the Official Journal of the French Republic No. 0214 of September 13, 2026 (NOR INTA2618243D), establishes the national coordination for the security of major events. This new structure, placed under the authority of the Minister of the Interior, is responsible for initiating and coordinating the actions of the services contributing to the proper security organization of the 2030 Olympic and Paralympic Games and all major events expressly entrusted to it by the Minister.

The text, signed on September 12, 2026, is part of the preparation for the upcoming major international sporting events hosted in France. It is supplemented by Decree No. 2026-859 of September 12, 2026 (NOR INTA2618242D), also published in JORF No. 0214, which amends Decree No. 2013-728 of August 12, 2013, regarding the organization of the central administration of the Ministry of the Interior, in order to include the new coordination among the services placed under the direct authority of the Minister.

A Dedicated and Hierarchical Structure

The national coordination is led by a national coordinator for the security of major events, appointed by order of the Minister of the Interior. They are assisted by a deputy national coordinator, who substitutes for them as needed.

The Directorate General of the National Police ensures the administrative and financial management of the structure. The latter is composed of personnel assigned or made available by several directorates of the ministry:

• the general secretariat;
• the Directorate General of the National Gendarmerie;
• the Directorate General of the National Police;
• the Directorate General for Civil Security and Crisis Management.

It may also employ a limited number of contract workers to carry out its missions.

Extensive Planning and Safety Missions

Under the authority of the Minister, the coordination develops the safety and security plans and documents for the Olympic and Paralympic Games and any other major event entrusted to it. It verifies that security issues are taken into account in the application files submitted by the organizers.

In close collaboration with internal security forces and the relevant prefectures, it leads the security and safety planning work and ensures the consistency of the arrangements at the national level. It also drafts the protocols for the distribution of security responsibilities between the organizers and state authorities.

Centralized Steering of Risk Analysis

The coordination unit leads the design and updating of the national risk analysis applied to each major event entrusted to it. To this end, it exercises hierarchical authority over the risk analysis center.

It may call upon central and decentralized services, as well as directorates under the authority of the general secretariat of the Ministry of the Interior. The Minister of the Interior is responsible for the execution of the decree, which entered into force upon its publication in the Official Journal.

A structuring scope for upcoming events

With this national coordination, the State is equipping itself with a unique and centralized tool to prepare the security of upcoming major events, foremost among them the 2030 Olympic and Paralympic Games. By concentrating planning, risk analysis, and the distribution of responsibilities between organizers and authorities, the system aims to guarantee a coherent and proactive security response, which will also benefit other major events assigned by the Minister of the Interior.
