Covelo opens 500 euro grants per child to support birth rates
Por FactBox Admin

The Covelo City Council announces municipal grants of up to 500 euros for each daughter or son born or adopted, intended to partially cover the costs of birth and adoption in the municipality. The guidelines were approved by agreement on October 8, 2026, by the Local Government Board, and the summary was published in the Official Gazette of the Province of Pontevedra (BOPPO) number 201, corresponding to Monday, October 19, 2026, in the Local Administration section, with the identification BDNS 935266.
The call is processed under a competitive bidding regime and ordinary procedure, pursuant to articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies Law, which requires the publication of the summary and the submission of the full text to the National Subsidies Database. The full text of the guidelines is available at the Infosubvenciones address associated with file 935266, as well as on the City Council’s website and on the notice board, as stated in the third section of the summary.
The call bears the signature of the mayor-president, Juan Pablo Castillo Amigo, and is dated in Covelo on October 14, 2026. The document incorporates the secure verification code A5ZY9X2AFSOBGWPU.
Prior registration of nine months and residence of two years
Mothers or fathers who have or adopt a daughter or son and who were not beneficiaries in the previous year may be beneficiaries. The regulation requires a prior and subsequent link with the municipality:
- One of the parents must be registered in the Covelo City Council at least nine months prior to the date of birth or adoption.
- The girl or boy born or adopted must be registered in the municipal population register.
- The registered parent and the children commit to remaining registered in the municipality for two years from the birth or adoption.
- Registration implies effective residence, meaning the family must habitually live in any of the parishes of Covelo, a circumstance that the City Council may verify at any time with the appropriate reports.
Family income of 45,000 euros and per capita income of 13,500
Access to the grant is limited by income level. The sum of the general taxable base and the savings taxable base of the 2025 IRPF (Personal Income Tax) return cannot exceed 45,000 euros; if the amount is higher, the per capita income—the sum of those bases divided by the number of members of the family unit—must not exceed 13,500 euros. Those who do not file a return must provide a certificate of imputations from the State Tax Administration Agency (AEAT).
The list of countable persons includes mothers, fathers or legal guardians, single daughters and sons under 25 years of age, and adult daughters and sons with disabilities who live in the family home. In cases of divorce or separation, the person who does not live with the child is not counted, except in cases of joint custody, while persons with a disability equal to or greater than 33% or with a total, absolute or great invalidity permanent disability pension count as two.
Furthermore, it is necessary to be up to date with tax obligations to the Covelo City Council —with a report or certificate from the ORAL—, with Social Security, with the AEAT and with the Tax Agency of Galicia (ATRIGA); to have no municipal subsidy from the previous year pending justification; to submit to the control activities of the Council; to communicate any modification of circumstances and not to incur the prohibitions of article 10 of Law 9/2007, of June 13, on subsidies of Galicia.
500 euros per child and pro-rating if the credit is exhausted
The maximum amount is 500 euros for each daughter or son born or adopted between November 30, 2025 and the end of the application submission period for this 2026 call. If the admitted applications exceed the forecasts and the credit allocated to the subsidy is exceeded, the total planned amount will be pro-rated among the accepted applications, so that no family receives more than the available credit.
The submission period is 15 business days counting from the day following the publication of the extract in the BOPPO, which places the opening on October 20 and the closing on November 9, 2026.
Other grants from the same council and the province
On the same date, the Covelo City Council published another competitive call, that of grants for books and materials for early childhood education students in public centers, 2026/2027 course, with the identification BDNS 935312 and a per capita income limit of 14,400 euros. In the province, the Oia City Council approved on October 9 its bases for the promotion of birth or adoption and the promotion of local commerce, with an amount of 200 euros per girl or boy and a maximum amount of 1,800 euros, published in BOPPO number 200 of October 16, 2026.
The Covelo call arrives with an unusual requirement: prior registration (empadronamiento) of nine months and a commitment to remain for two years. For new families in the rural areas of Pontevedra, the grant of 500 euros per child works as a direct incentive for population fixation, as it links the collection of the subsidy to effective residence in the municipality throughout the entire period following the birth.
