Covaleda promotes the concession of the municipal funeral home with a month of public information

Covaleda impulsa la concesión del tanatorio municipal con un mes de información pública

The Covaleda City Council has opened the public information period for the service concession contract of the Municipal Funeral Home, following the approval of the economic-financial viability study for the future concession via Mayoral Resolution No. 2026-0772, dated October 29, 2026. The announcement is published in the Official Gazette of the Province of Soria (BOP) No. 127, corresponding to Friday, November 6, 2026, within section II. Local Administration, under the official reference BOPSO-127-06112026. Interested parties have one month to consult the file and submit allegations.

The procedure is based on Article 247.3 of Law 9/2017, of November 8, on Public Sector Contracts, a provision that the Council expressly invokes as the basis for opening the public information of the concession file. This is not yet the publication of the specifications or the call for tenders, but rather the previous step that must be completed for the concession of a municipal service to be definitively approved.

The resolving body and documentary support

The decision corresponds to the Covaleda City Council through its Mayor’s Office, which approves the economic-financial viability study of the contract. The announcement appears signed in Covaleda on October 29, 2026, by the mayor, José Llorente Alonso.

The viability study is the economic document that supports the concession formula: it defines the viability of the service operation by a third party and allows the Council to justify to operators and residents that the provision is sustainable under a concession regime.

The text is inserted on page 3982 of the provincial gazette, in the section reserved for the municipalities of the province of Soria.

Consultation of the file and submission of allegations

During the one-month period, the complete file remains available to anyone who wishes to examine it, without the need to prove any prior condition for consultation. The announcement specifies the following points:

  • Deadline: one month from the publication of the announcement in the Soria BOP, meaning the period extends until early December 2026.
  • In-person consultation: offices of the Covaleda City Council.
  • Electronic consultation: municipal electronic office, at the address https://covaleda.sedelectronica.es.
  • Who may intervene: those who may be considered interested parties in the contract.
  • What may be submitted: allegations, suggestions, or claims, as well as appearance in the file.

The announcement does not establish a specific submission model beyond the general channel of the electronic office and the municipal registry; therefore, the writings must adhere to the ordinary requirements of the local administration.

Definitive approval if there are no allegations

The document incorporates a relevant consequence for the contract schedule: if no allegations are received, the file will be understood as definitively approved without the need for a new publication in the provincial bulletin. This administrative silence opens the door for the processing to move directly toward the bidding phase, without a second public exhibition.

For companies in the funeral sector and municipal equipment management, the combination of an already approved feasibility study and a one-month period without allegations reduces uncertainty regarding the contract timelines.

The publication is also of interest to the residents of Covaleda, direct users of a municipal service that will now be managed through a concession: the file exhibited in the municipal offices and on the electronic headquarters is the means to learn the planned conditions and to raise objections before the contract is finalized. For now, the announcement is limited to the opening of the public information period and does not detail the canon, duration, or budget of the concession—data that must appear in the file documentation and in the future call for tenders.
