Council appoints Ilze Brands Kehris as European Union human rights envoy
Por FactBox Admin

The Council of the European Union has appointed Ilze Brands Kehris as European Union Special Representative for Human Rights, with effect from 19 October 2026 and until 29 February 2028. The same act terminates the mandate of Kajsa Ollongren in that post as of 1 September 2026, following her appointment to another position. The appointment is set out in Council Decision (CFSP) 2026/2352 of 19 October 2026, published in the Official Journal of the European Union, L series, of 20 October 2026.
The decision was adopted on the legal basis of Article 33 and Article 31(2) of the Treaty on European Union, on a proposal from the High Representative of the Union for Foreign Affairs and Security Policy. The post itself is not new: it was created on 25 July 2012, when the Council adopted Decision 2012/440/CFSP appointing a first European Union Special Representative for Human Rights (OJ L 200, 27.7.2012, p. 21).
The predecessor’s term had been fixed only eight months earlier. On 11 February 2026 the Council adopted Decision (CFSP) 2026/345, appointing Kajsa Ollongren for the period from 1 March 2026 to 29 February 2028 (OJ L, 2026/345, 13.2.2026). Because that mandate was cut short, the new representative inherits the remainder of the same term rather than a fresh one, and the end date of 29 February 2028 is left untouched.
A handover with a seven-week gap
The calendar set by the decision leaves a period in which the office had no titular:
- 25 July 2012: the Council creates the post of European Union Special Representative for Human Rights.
- 11 February 2026: Kajsa Ollongren is appointed for 1 March 2026 to 29 February 2028.
- 1 September 2026: her mandate is terminated, after her move to another position.
- 19 October 2026: Ilze Brands Kehris takes up the mandate.
- 29 February 2028: end of the mandate she now holds.
Mandate, financing and early termination
Under Article 1(2) of the decision, the new representative exercises her mandate in accordance with Decision (CFSP) 2026/345, the act that defined the terms of the office earlier this year. Article 1(3) preserves the Council’s power to end the mandate before 29 February 2028, on the basis of an assessment by the Political and Security Committee and a proposal from the High Representative.
Article 2 settles the money question without opening a new budget line. Both the administrative continuity between the two mandates, from 1 September to 18 October 2026, and the implementation of the mandate from 19 October 2026 to 29 February 2028 are to be covered by the financial reference amount already set out in Article 5(1) of Decision (CFSP) 2026/345.
Adoption and entry into force
The decision was adopted in Luxembourg on 19 October 2026 and signed for the Council by its President, D. Calleary. Under Article 3 it entered into force on the date of its adoption, which means the appointment was legally effective the day before its publication in the Official Journal. The act runs to two pages and carries the European Legislation Identifier http://data.europa.eu/eli/dec/2026/2352/oj.
The replacement matters beyond protocol: the Special Representative is one of the most visible instruments through which the Union projects its human rights agenda in third countries, and the decision ensures the office is filled for the remaining sixteen months of a term already budgeted. It also confirms that a change of holder does not reopen the mandate’s scope or its financing, keeping the Union’s human rights diplomacy on the course set in February 2026.
