Costas abre alegaciones a los aseos autolimpiables de las playas de Jávea

The Provincial Coastal Service of Alicante has opened for public consultation the request from the Jávea City Council to occupy maritime-terrestrial public domain assets with several self-cleaning public toilet modules on the beaches of the municipality during the 2026 to 2028 seasons, inclusive. The announcement is published in the Official Gazette of the Province of Alicante (BOP) No. 211, dated November 5, 2026, within section I, Central Administration, under file reference AUT01/26/03/0002. The administrative resolution authorizing the occupation will not be adopted until the public exhibition process concludes and the submitted allegations are assessed.

The processing is supported by Article 74 of Law 22/1988, of July 28, on Coasts, and section 8 of Article 152 of Royal Decree 876/2014, of October 10, which approves the General Coastal Regulations. Both regulations require that authorization requests affecting maritime-terrestrial public domain assets be submitted for public consultation before their resolution.

The promoter of the installation is the Jávea City Council itself, as stated in the text of the announcement signed by the head of the Provincial Coastal Service of Alicante, Rosa de los Ríos Jimeno. The objective is the installation of self-cleaning public toilets as seasonal services on the beaches of the Jávea coastline.

A period of twenty business days for allegations

The public exhibition period is twenty (20) business days and is counted from the day following the publication of the announcement in the Official Gazette of the Province of Alicante. Since the announcement was published on November 5, 2026, the count begins on November 6 and would conclude, excluding holidays, on December 3, 2026.

During this period, any interested person or entity may submit any allegations they deem appropriate. The specific details of the process are as follows:

  • Instructing body: Provincial Coastal Service of Alicante.
  • Promoter: Jávea City Council.
  • Objective: occupation of the maritime-terrestrial public domain with self-cleaning public toilet modules.
  • Time horizon: 2026, 2027, and 2028 seasons.
  • File: AUT01/26/03/0002.
  • Deadline: twenty business days from the day following publication.

File consultation and submission of documents

The file documentation will be available to the public at the offices of the Provincial Coastal Service of Alicante, at Plaza de la Montañeta, 5, Alicante, during business hours from Monday to Friday, from 9:00 AM to 2:00 PM.

To examine the documentation, it is necessary to make a prior appointment, which can be requested through the following channels:

The announcement does not detail the exact number of modules nor the specific beaches where the toilets would be located, details which appear in the case documentation and may be consulted during the public information period.

Precedents from the same provincial service

The Alicante Provincial Coastal Service applies the same procedure to other requests for coastal occupation. In the BOP No. 171, of September 9, 2026, this body submitted for public information the change of location of seasonal service facilities on maritime-terrestrial public domain land in Cala Mosca, in the municipality of Orihuela, for the 2026 and 2027 seasons, under case file AUT01/24/03/0018 and an identical period of twenty business days.

The installation of public toilets on the beaches of Jávea directly affects residents, tourists, and coastal users, as well as the establishments and concessions operating in the coastal strip. The authorization will determine the conditions for the occupation of the public domain for three consecutive seasons, from 2026 to 2028; therefore, the process now open is the only formal way for individuals, associations, and groups to present objections or proposals before the provincial service resolves the case.
