Authorizations for two storage modules in Altarejos corrected

The Official Gazette of the Province of Cuenca publishes this Wednesday, September 16, 2026, in its announcements no. 2191 and 2192, the correction of errors in the resolutions authorizing two energy storage modules of 21.69 MW in the municipality of Altarejos. The rectification is signed by the General Directorate of Energy Policy and Mines, under the Ministry for the Ecological Transition and the Demographic Challenge, and affects files PFot-ALM-072 and PFot-ALM-073, corresponding to the Bañuela and Turbón modules.

The original resolutions were issued on July 20, 2026, and published in the BOE no. 201, of August 17, 2026 (Sec. III, pages 115465 and 115473), and in the BOP of Cuenca no. 99, of August 28, 2026 (pages 17 and 11). Having noted the errors, the General Directorate agrees to rectify them in accordance with article 109.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The correction was signed in Madrid on September 3, 2026, by the Director General of Energy Policy and Mines, Manuel García Hernández.

What exactly is being corrected

The error consisted of attributing both authorizations to GR Aspe Renovables, S.L.U. and stating a capacity of 21.89 MW. The rectified texts are as follows:

• Bañuela module: where it said GR Aspe Renovables, S.L.U. and 21.89 MW, it should say GR Bañuela Renovables, S.L.U. and 21.69 MW.
• Turbón module: where it said GR Aspe Renovables, S.L.U. and 21.89 MW, it should say GR Turbón Renovables, S.L.U. and 21.69 MW.
• The rectification applies to both the prior administrative authorization and the administrative construction authorization.

Two 50 MW hybrid installations

Each battery module is hybridized with an existing solar photovoltaic plant: FV Bañuela, with 49.7 MW of installed capacity, and FV Turbón, with 49.7 MW. In each case, the combination forms a hybrid installation with 50 MW of installed capacity, as stated in the original resolutions now corrected.

The declared technical characteristics for each storage unit are:

• Technology: battery energy storage systems.
• Installed storage capacity: 21.69 MW, in accordance with article 5 of Royal Decree 997/2025, of November 5.
• Storage capacity: 43.38 MWh, with a duration of 2 hours.
• Ten DC/AC inverters, with a maximum power of 28.06 MW (at 35º).
• Maximum active power of the transformer: 50 MW.
• Generation and consumption access capacity: 21.89 MW, according to the permits granted by Red Eléctrica de España, S.A.U.
• Evacuation infrastructure: a 30 kV medium voltage underground line to the Complejo FV Altarejos 132/30 kV substation.
• Registry entry: RE-113486 for FV Bañuela and RE-113500 for FV Turbón.

Processing and environmental conditions

The four modules in the area (ALM Aspe, ALM Bañuela, ALM Turbón, and ALM Aitana) were processed jointly through an accumulation agreement dated June 13, 2025. The file was initiated in the Industry and Energy Department of the Government Sub-delegation in Cuenca, in accordance with Royal Decree 1955/2000, of December 1, and includes an environmental impact report dated May 7, 2025, from the Directorate General for Environmental Quality and Evaluation.

Among the imposed conditions are botanical and faunal surveys prior to any action on the ground, the prohibition of carrying out works during the breeding season (from April 1 to June 30), the design of a permeable and safe perimeter fence for wildlife, and the restriction on the use of herbicides, pesticides, and insecticides. An administrative appeal may be filed against the resolution, which does not end the administrative process, before the Secretary of State for Energy within one month.

The correction consolidates the ownership and power of two facilities intended to reinforce the storage associated with the Altarejos photovoltaic node, one of the most relevant renewable complexes in the province of Cuenca. For residents and the sector, the announcement clears the legal uncertainty regarding who promotes each module and with what power it is registered, an essential preliminary step for the works to advance toward the operating authorization.
